The St. Mary’s County Sheriff’s Office is seeking the identity of the person operating the vehicle pictured. On Friday, March 29, 2019, between 10 and 10:30 p.m., the suspect removed and stole an “In the Ditch” brand, two-piece tow dolly from a PJ’s Towing tow truck. The suspect appeared to be male, wearing pants with a reflective stripe. At the time of the theft, the tow truck was parked at Hollyrock Customs at Commerce Drive in Hollywood. The St. Mary’s County Sheriff’s Office is seeking the whereabouts of Donald Edward Rankin, age 63 of Lexington Park. Rankin has an active arrest warrant for two counts of sexual abuse of a minor. Rankin is 6’1” in height, weighs 190 pounds, and has gray hair and blue eyes.

DFC Jason Bush Passes Away

Deputy Bush passed away on Monday, April 29, 2019, after a courageous and hard-fought battle against cancer. He was just 34 years old.
Jason was a native of Prince George’s County and a graduate of York College of Pennsylvania with a Bachelor’s Degree in Criminal Justice. After graduation, Jason went to work with Prince George’s County government as a civilian investigator, investigating workplace harassment claims. Jason had built a solid reputation in his career but always wanted to be a police officer.
Jason was hired by the St. Mary’s County Sheriff’s Office on Aug. 10, 2015 and then attended the Southern Maryland Criminal Justice Academy, Class 42 and graduated on June 3, 2016 distinguishing himself amongst his peers. Once he graduated from the academy he enthusiastically worked in the Patrol Division, working diligently each day serving the public. Jason served as a Patrol Officer from his graduation on June 3, 2016 until his death on April 29, 2019.
Capt. David Yingling, Commander of the St. Mary’s County Sheriff’s Office Patrol Division, said, “When I first met Jason he distinguished himself with his kind spirit and his commitment to others. He was a peacemaker on the road and patiently treating everyone he contacted with tremendous respect. Jason’s grace under pressure and dignity were such an inspiration to those he served with.”
On March 9, 2019, Jason was awarded with the Sheriff’s Office Gold Medal of Valor – the agency’s highest award – which was later presented to him at his home by Sheriff Tim Cameron and Capt. Yingling in the presence of Jason’s Patrol Squad.
Despite receiving a formidable cancer diagnosis, Deputy Jason Bush showed exemplary strength in the face of pain, great dignity despite suffering and demonstrated a continued selfless desire to contribute to the Sheriff’s Office mission. Deputy Bush remained positive, devoting time to his family, close friends and his Sheriff’s Office family – especially his squad. Despite being ill while receiving treatment, Deputy Bush asked to work light duty in the quartermasters office, putting the welfare of his colleagues and the agency ahead of his own.
Sheriff Tim Cameron said, “This is a terribly sad time for the men and women of the St. Mary’s County Sheriff’s Office who worked alongside Deputy Bush and called him a colleague and a friend. However, we can all be extraordinarily proud of Jason for the courage that he displayed in fighting his cancer. Jason’s calm courage in the storm of cancer is an inspiration for us all, as is his commitment, bravery and determination.”
Deputy Bush is survived by his parents Richard and Vicki Bush of Ridge and the men and women of the St. Mary’s County Sheriff’s Office. The Bush family requests privacy at this time.

Traffic Tip Tuesdays: Yielding for Emergency Vehicles
In an effort to promote awareness of state traffic laws, the St. Mary’s County Sheriff’s Office will be posting excerpts of the 2018-2019 edition of The Maryland Vehicle Law Annotated on Tuesdays.
Adhering to the law will make roadways in St. Mary’s County and in Maryland safer for drivers, passengers, bicyclists, horse-and-buggy operators and pedestrians.

Yielding for Emergency Vehicles
Sec. 21-405. Operation of vehicles on approach of emergency vehicles.
(a) In general – On the immediate approach of an emergency vehicle using audible and visual signals … or of a police vehicle lawfully using an audible signal, the driver of every other vehicle, unless otherwise directed by a police officer, shall yield the right-of-way.
(b) On the immediate approach of an emergency vehicle using audible and visual signals … or of a police vehicle lawfully using an audible signal, the driver of every other vehicle, unless otherwise directed by a police officer, shall drive immediately to a position parallel to and as close as possible to the edge or curb of the roadway, clear of any intersection.
(c) Stopping until emergency vehicle passes. The driver of every other vehicle, unless otherwise directed by a police officer, shall stop and stay in this position until the emergency vehicle has passed.
(d) Passing emergency vehicle or police vehicle. A driver, when proceeding in the same direction as an emergency or police vehicle, may not pass an emergency vehicle using audible and visual signals … unless: 1) The emergency vehicle has stopped, or 2) Otherwise directed by a police officer.
The fines for failure of a driver to yield the right-of-way to emergency or police vehicles using signals are $110 and one point assessed on a driver’s license or $150 and three points on a license if contributing to an accident. If the violation contributes to an accident that results in death, the fine is $750 and three points on a license.
The fine for passing a moving emergency or police vehicle using signals is $110 and two points on a license or $150 and three points if contributing to an accident or $750 and three points on a license if contributing to an accident that results in death.

Remove Items of Value from Vehicles
The St. Mary's County Sheriff's Office continues to investigate reports of burglary to motor vehicles. In many of the cases, items of value such as loose change, electronics, purses, etc. have been left visible inside of vehicles. Sex Offense Arrest
In September of 2018, St. Mary’s County Public Schools received information regarding possible assaults on children that occurred during the 1970’s by a former employee. St. Mary’s County Public Schools immediately notified the St. Mary’s County Sheriff’s Office, and the Criminal Investigations Division began an investigation into the allegations. The investigation determined Theodore NMN Bell, age 73 of Glen Burnie, was employed as a teacher at White Marsh Elementary School in Mechanicsville, from 1972-1975. At that time Bell resided in Leonardtown, but later moved out of the area. At this time, it does not appear any of the crimes occurred on the premises of the school. Information developed during the investigation has led to Bell being charged with the following:

The first wave of the initiative took place on May 3rd in the area of Route 234 and Route 238, as well as Route 4 in the area of the Governor Thomas Johnson Bridge and yielded over 30 citations. Two events will be held each month at intersections throughout St. Mary's, Calvert, and Charles County. The initiative is scheduled to be active through August of 2019.
Waldorf, Md. (April 22, 2019) – The Maryland Department of Transportation Motor Vehicle Administration (MDOT MVA) and sheriff’s offices from St. Mary’s, Calvert and Charles counties today announced a partnership focused on enhancing driver safety.
“More than 120 unbelted drivers and passengers are killed every year in Maryland” said Chrissy Nizer, MDOT MVA Administrator and Governor Hogan’s Highway Safety Representative. “Not being belted can cause passengers to become projectiles in the event of a crash, causing serious injuries or death to other people in the car. To ensure you arrive at your destination safely, everyone in a vehicle should buckle up, and drivers should park the phone, day and night.”
“BUCKLE UP. PHONE DOWN.” combines sustained education and enforcement to encourage motorists to always wear seat belts and park cellphones. Failure to wear a seat belt and distracted driving are among the primary causes of injuries and fatalities on Maryland roads. Between 2013 and 2017, more than 16,000 crashes in the three southern counties involved unbelted motorists and/or distracted drivers.
“Buckling a seat belt takes three seconds and is your best defense in the event of a crash,” said Charles County Sheriff Troy Berry.
“Sadly, many people are driving with a cellphone in their hand, and people are losing their lives because of this irresponsible and illegal action,” said St. Mary’s County Sheriff Tim Cameron.
The “BUCKLE UP. PHONE DOWN.” campaign includes week-long enforcement and education initiatives through August. During the enforcement waves, information on the dangers of unbelted and distracted driving will be conveyed via billboards, digital and social media, as well as additional outreach.
“Our deputies will be out enforcing Maryland’s distracted driving and seat belt laws because those laws save lives,” said Calvert County Sheriff Mike Evans.
Drivers are also reminded to move over if safe to do so or slow down when approaching a stopped emergency vehicle using emergency signals.

Memorial Service for Deputy First Class Jason Bush
Memorial Service Update:
The memorial service for Deputy First Class Jason Bush will be held on May 10, 2019 at 11:00 a.m. at the Bay District Volunteer Fire Department located at 46900 S. Shangri La Drive in Lexington Park. The memorial service is open to the public, and there will be a press area outside the fire department. Members of the press will be permitted inside the fire department to pay their respects however no pictures or videos will be allowed inside the memorial.

It is with overwhelming grief and sadness that the St. Mary’s County Sheriff’s Office announces the loss of Deputy First Class Jason Bush.
Deputy Bush passed away on Monday, April 29, 2019, after a courageous and hard-fought battle against cancer. He was just 34 years old.
Jason was a native of Prince George’s County and a graduate of York College of Pennsylvania with a Bachelor’s Degree in Criminal Justice. After graduation, Jason went to work with Prince George’s County government as a civilian investigator, investigating workplace harassment claims. Jason had built a solid reputation in his career but always wanted to be a police officer.
Jason was hired by the St. Mary’s County Sheriff’s Office on Aug. 10, 2015 and then attended the Southern Maryland Criminal Justice Academy, Class 42 and graduated on June 3, 2016 distinguishing himself amongst his peers. Once he graduated from the academy he enthusiastically worked in the Patrol Division, working diligently each day serving the public. Jason served as a Patrol Officer from his graduation on June 3, 2016 until his death on April 29, 2019.
Capt. David Yingling, Commander of the St. Mary’s County Sheriff’s Office Patrol Division, said, “When I first met Jason he distinguished himself with his kind spirit and his commitment to others. He was a peacemaker on the road and patiently treating everyone he contacted with tremendous respect. Jason’s grace under pressure and dignity were such an inspiration to those he served with.”
On March 9, 2019, Jason was awarded with the Sheriff’s Office Gold Medal of Valor – the agency’s highest award – which was later presented to him at his home by Sheriff Tim Cameron and Capt. Yingling in the presence of Jason’s Patrol Squad.
Despite receiving a formidable cancer diagnosis, Deputy Jason Bush showed exemplary strength in the face of pain, great dignity despite suffering and demonstrated a continued selfless desire to contribute to the Sheriff’s Office mission. Deputy Bush remained positive, devoting time to his family, close friends and his Sheriff’s Office family – especially his squad. Despite being ill while receiving treatment, Deputy Bush asked to work light duty in the quartermasters office, putting the welfare of his colleagues and the agency ahead of his own.
Sheriff Tim Cameron said, “This is a terribly sad time for the men and women of the St. Mary’s County Sheriff’s Office who worked alongside Deputy Bush and called him a colleague and a friend. However, we can all be extraordinarily proud of Jason for the courage that he displayed in fighting his cancer. Jason’s calm courage in the storm of cancer is an inspiration for us all, as is his commitment, bravery and determination.”
Deputy Bush is survived by his parents Richard and Vicki Bush of Ridge and the men and women of the St. Mary’s County Sheriff’s Office.

Fatal Collision Under Investigation
On May 7, 2019, at approximately 10:20 p.m. deputies from the St. Mary’s County Sheriff’s Office responded to the reported single motor vehicle collision with entrapment in the 38600 block of Mt. Wolf Road in Charlotte Hall. Upon arrival a 2013 Nissan Pathfinder operated by Sergio Manuel Hernandez, age 37 of Charlotte Hall, was found to have left the roadway and struck a tree. Hernandez, who was the sole occupant of the vehicle, advised deputies on the scene he swerved to avoid striking deer, and his vehicle left the roadway. Hernandez was flown to an area trauma center where he succumbed to his injuries. At this time speed and alcohol do not appear to be factors in the collision. The St. Mary’s County Sheriff’s Office Collision Reconstruction Unit is continuing the investigation.

Accident in Mechanicsville Under Investigation
On May 7, 2019, at approximately 8:08 p.m. deputies from the St. Mary’s County Sheriff’s Office responded to the 28100 block of Thompson Corner Road in Mechanicsville, for the reported motor vehicle collision involving a horse-drawn buggy. The St. Mary’s County Sheriff’s Office Collision Reconstruction Unit responded and continued the investigation.
Preliminary investigation determined a 2017 Hyundai Elantra, operated by David Harrison Morton, age 18 of Mechanicsville, was traveling south on Thompson Corner Road in the area of Millburn Lane. A horse-drawn buggy operated by Fannie Hertzler, age 21 of Mechanicsville, entered the roadway from Millburn Lane and collided with the Hyundai. The passengers in the buggy were Anna Hertzler age 19, Allen Hertzler age 13, Rhoda Hertzler age 10, Lavina Hertzler age 9, and Bena Hertzler age 7, all of Mechanicsville. All six occupants of the horse-drawn buggy were flown to area trauma centers with incapacitating injuries. Morton was evaluated at the scene for non-incapacitating injuries.

Family, friends and Sheriff's Office Brethren say Goodbye to Deputy Jason Bush

Bush entered duty with the St. Mary’s County Sheriff’s Office on Aug. 10, 2015 and graduated the Southern Maryland Criminal Justice Academy, Class 42, on June 3, 2016. Deputy Bush distinguished himself with a kind spirit and commitment to others. He was a genuine peacemaker, patiently treating everyone with tremendous respect.
At the memorial service held at the Bay District Volunteer Fire Department Social Hall, Sheriff Tim Cameron, Rev. Larry Crabtree and Capt. David Yingling, Commander of the Patrol Division, shared their thoughts and memories of Deputy Bush, along with colorful stories from his friends Sean Crotty and Lenny Sershen.
We are proud of our brother for the bravery he displayed in fighting cancer. Jason’s calm courage in the storm, determination and commitment serve as an inspiration for us all. His gentle smile, trademark humor and grace under pressure touched the lives of everyone he encountered – leaving a legacy of altruism that meant so much to us all.

The men and women of the St. Mary's County Sheriff's Office were recognized for professional excellence during 2018 on May 7, 2019 at its annual Awards Banquet, held at the Bay District Volunteer Fire Department Social Hall in Lexington Park.
Gold Medal of Valor: DFC Jason Bush
In fighting cancer, DFC Bush distinguished himself by demonstrating extraordinary heroism and uncommon valor, all in keeping with the highest traditions of law enforcement and reflected great credit upon himself, his patrol squad and the St. Mary's County Sheriff's Office. Despite being ill while receiving treatment, DFC Bush asked to work light duty in the quartermaster's office, putting the welfare of his colleagues and the agency ahead of his own. His calm courage in the storm of cancer is an inspiration to us all, as is his commitment, bravery and determination.
Deputy of the Year: Cpl. David Potter
Cpl. Potter puts forth a maximum effort during his shift, responding to a high volume of calls for service. He has a working knowledge of the residents and businesses in his patrol area and is often relied upon by other officers to identify possible suspects in active investigations. He stays current with crime trends and self-initiates enforcement to deter crimes in his patrol area. (photo unavailable)
Correctional Officer of the Year: Correctional Officer First Class Melissa Dodson
As a Pretrial Case Manager, CFC Dodson's responsibilities include interviewing inmates to verify their residence, employment, education and other personal information. She then completes a validated risk assessment and presents the information to the courts, allowing the judge to make a more informed decision regarding public safety and court appearance.
On several occasions, she volunteered to come in early and stay late in order to complete pretrial tasks. CFC Dodson continues to assist with female transports and operations with overtime by working a post. The St. Mary's County Detention and Rehabilitation Pretrial Services program is held as the gold-standard model in Maryland and this is a direct reflection of CFC Dodson's dedication and work ethic.
Civilian of the Year: Glenda Thompson
Without a doubt, Ms. Thompson is a dedicated employee of the Sheriff's Office; not only does she ensure the smooth and efficient operation of the detention center by her assigned duties and responsibilities, she willingly accepts assignments which greatly increase workplace morale. Her positive demeanor and willingness to go over and above to increase staff and inmate morale is an invaluable asset to the Office of the Sheriff.
Sgt. Nolan Scully Memorial NCO Award: Sgt. Cory Ellis
Sgt. Cory Ellis, an 8 1/2 year veteran of the St. Mary's County Sheriff's Office, was selected as the recipient of the Sgt. Nolan Scully Memorial NCO Award for his selfless and fearless qualities, his abilities at solving problems and his role as a mentor for other law enforcement officers.
Bronze Medal of Valor: Cpl. Brian Connelly and Sgt. Harold Young
In April 2018, Cpl. Connelly and Sgt. Young distinguished themselves by their heroic actions while assisting in the search of an elderly missing person with Alzheimer's disease. The two deputies located the man in a cold and muddy swamp and brought the man to safety.
Rookie of the Year: Deputy Tyler Westphal
During a recent shooting, Deputy Westphal volunteered to provide scene security. When asked why, he said there might be something he learns which will help him in the future. Deputy Westphal seeks out training to improve his skills and is constantly researching criminal and traffic laws to ensure he is properly performing his duties.

Correctional Officer Crow has shown more motivation, readiness and drive for the profession in his first year than some officers show in their first five years. He has been a key asset to his squad by helping other squad members without asking, taking overtime and seeking training and opportunities within the agency for advancement.

During the last three years, the St. Mary's County Pretrial Services unit has had a consistent 99 percent court appearance rate and a 90 percent public safety rating. Due to the team's continued hard work and dedication, the St. Mary's County Detention and Rehabilitation's Pretrial Supervision program has made an impact locally, statewide, nationally and internationally.
In 2018, members of Patrol Squad 1B were challenged to commit themselves to increasing proactive enforcement efforts and becoming leaders among their peers. The challenge was accepted and members of Patrol Squad 1B performed in an exemplary manner, exceeding expectations.

Identity Needed for Theft Suspect
The St. Mary’s County Sheriff’s Office is seeking the identity of the person pictured. On Wednesday, May 8, 2019 at 9:38 p.m., the suspect walked out of the California Walmart store with two “hover boards” without paying for them. The suspect was last seen getting into a gold-colored SUV operated by a white female with two young black males in the rear seats. Traffic Tip Tuesdays: Reckless Driving
In an effort to promote awareness of state traffic laws, the St. Mary’s County Sheriff’s Office will be posting excerpts of the 2018-2019 edition of The Maryland Vehicle Law Annotated on Tuesdays.
Adhering to the law will make roadways in St. Mary’s County and in Maryland safer for drivers, passengers, bicyclists, horse-and-buggy operators and pedestrians.

Reckless and negligent driving
Sec. 21-901.1. (a) Reckless driving – A person is guilty of reckless driving if he drives a motor vehicle: (1) In wanton or willful disregard for the safety of persons or property; or (2) In a manner that indicates a wanton or willful disregard for the safety of persons or property.
(b) Negligent driving – A person is guilty of negligent driving if he drives a motor vehicle in a careless or imprudent manner that endangers any property or the life or person of any individual.
The fine for reckless driving is $510 and six points assessed on a driver’s license.
The fine for negligent driving is $140 and one point on a license, but if contributing to an accident, the fine is $180 and three points on a license.
