K9 Brock Honored at Memorial Ceremony

K9 Brock was remembered and honored at the Second Annual Police K9 Memorial Service, held in Washington D.C. on Saturday, May 11, 2019. K9 Brock, a four-year-old German Shepherd, died on Jan. 18, 2018 after suffering from injuries during a training accident. His handler, Cpl. William Rishel, and members of the St. Mary's County Sheriff's Office K9 Unit attended the ceremony to honor Brock.

Theft Suspect's Identity Needed

The St. Mary’s County Sheriff’s Office is seeking the identity of the person pictured. On Sunday, May 12, 2019 at 12:30 p.m. at the California Walmart store, the suspect fraudulently used the self-checkout system to take dozens of items that were not paid for. Whereabouts of Escapee Sought

The St. Mary’s County Sheriff’s Office is seeking the whereabouts of Serenity Faith Byrd, 27 of Great Mills, who is wanted on warrants for first- and second-degree escape. Byrd left an inpatient treatment center in Hagerstown without approval. Anyone with information about Byrd’s location is asked to contact Detective First Class James Bare at 301-475-4200, ext. *8118 or email james.bare@stmarysmd.com.

Nineteenth Annual Law Enforcement Appreciation Day

Several law enforcement officials, including St. Mary's County Sheriff's Office personnel, were recognized this week by dignitaries at the Nineteenth Annual Law Enforcement Appreciation Day.

Among those awarded from the St. Mary's County Sheriff's Office were Cpl. David Potter, Deputy of the Year for 2018; CO First Class Melissa Dodson, Correctional Officer of the Year for 2018, and Capt. Edward Willenborg, Commander of the Criminal Investigations Division, who was nominated by the St. Mary's County Office of the State's Attorney.

The event, sponsored by the Commissioners of St. Mary's County, the St. Mary's County Department of Aging and Human Services and Triad/SALT, was held Tuesday, May 14, 2019, at the 5 South Event Center in Callaway.

Assault-  On April 18, 2019, Dep. Fenwick responded to the 21700 block of Cabot Place in Lexington Park, for the reported assault.  Investigation determined John Devonte Gale, age 24 of Ridge, assaulted the victim by punching the victim in the face during an argument.  The victim sustained visible injury as a result of the assault.  Gale was arrested and charged with Assault 2nd Degree.  CASE# 22625-19

Drug Arrest- On April 19, 2019, Dep. Wynnyk was investigating a suspicious vehicle in the  21000  block of Croaker Street in Lexington Park.  Located on scene was Heather Nicole Hugel, age 28 of Great Mills.  Hugel had an outstanding warrant for the charge of FTA/Driving Without a License.  When taken into custody, a metal smoking device was located in Hugel's jacket containing suspected cocaine.  Hugel was served the outstanding warrant and also charged with CDS: Possess-Paraphernalia.  CASE# 22731-19

Drug Arrest/DUI-  On April 19, 2019, Dep. Luffey attempted a traffic stop in the 17000 block of Three Notch Road in Ridge.  The vehicle did not stop and Dep. Luffey saw two baggies discarded from the vehicle while he was attempting to stop the vehicle. The vehicle ultimately stopped and the operator was identified as Tony Adrian Gray, age 40 of St. Inigoes.  It was determined Gray was operating the vehicle under the influence of alcohol.  Also located in Gray's vehicle was a bottle of tequila, and a baggie containing suspected MDMA (Ecstasy).  One of the baggies thrown from Gray's vehicle was recovered and contained suspected cocaine.  Gray was charged with two counts of CDS: Possession-Not Marijuana, Attempt by Driver to Elude Police by Failing to Stop, Driving Under the Influence of Alcohol, Driving Under the Influence of Alcohol Per Se, and Driving While Impaired by Alcohol.  CASE# 22903-19

Assault First Degree/DUI-  On April 19, 2019, Cpl. Pesante responded to the 36900 block of Tanyard Drive in Mechanicsville, for the reported motor vehicle accident.  Investigation determined Zachary William Daniel Mozie, age 39 of Mechanicsville, intentionally rammed into the victim's vehicle two times, disabling both vehicles. Mozie was found to be operating the vehicle under the influence of alcohol. Mozie was charged with five counts of Assault 1st and 2nd Degree, Driving Vehicle While Under the Influence of Alcohol, Driving Vehicle While Impaired by Alcohol, and Reckless Driving.  CASE# 22892-19

Assault-  On April 20, 2019, Dep. Edelen responded to the 23500 block of South Patuxent Beach Road in California, for the reported assault.  Investigation determined Dewayne McClain Milburn Sr., age 39 of California, assaulted the victim by throwing a beverage on the victim and striking the victim in the face.  Milburn was arrested and charged with Assault 2nd Degree.  CASE# 23007-19

Drug Arrest-  On April 20, 2019, Dep. Forbes responded to the 21700 block of Great Mills Road in Lexington Park, for the report of a vehicle operating in an unsafe manner.  Dep. Forbes located the vehicle operating on a flat tire. The operator was identified as Johnny Mark Hogg, age 58 of Lexington Park.  Located on Hogg's person was a baggie containing a white powdery substance (suspected heroin) as well as a straw with white powder residue.  Hogg was arrested and charged with Possession: CDS-Paraphernalia and Possession: CDS- Not Marijuana.  CASE# 23063-19

Violation of Protective Order-  On April 21, 2019, Cpl. Seyfried responded to the 24400 block of Mervell Dean Road in Hollywood, for the reported protective order violation.  Investigation determined Donte Dwayne Gray, age 29 of Pomfret, came to the victim's residence numerous times and attempted to contact the victim in violation of an active court order.  Gray was located and charged with three counts of Violate Protective Order.  CASE# 23085-19

Assault-  On April 21, 2019, Dep. Luffey responded to the 49000 block of Airedele Road in Ridge, for the reported assault.  Investigation determined Darryl Andre-Jesse Scottland, age 26 of Ridge, became upset during an argument and produced a pocketknife and attempted to stab two victims.  Scottland was arrested and charged with two counts of Assault 1st & 2nd Degree.  CASE# 23279-19

Assault-  On April 23, 2019, DFC. D. Smith responded to 40000 block of Terrika Lane in Loveville, for the reported assault.  Investigation determined Ciana Latrice Somerville, age 39 of Loveville, assaulted the victim during an argument, by scratching and striking the victim.  Somerville was arrested and charged with Assault 2nd Degree.  CASE# 23603-19 (No Photograph Available)

Assault- On April 23, 2019,  Cpl. Ruest responded to the 24000 block of McIntosh Road in Hollywood, for the reported assault.  While another officer was conducting the investigation, Lisa Marie Deal, age 35 of Hollywood, became disruptive and attempted to push past officers.  Deal was warned repeatedly to cease her actions, but refused to do so.  Ultimately, Deal was placed under arrest and charged with Obstructing and Hindering.  CASE# 23726-19

Drug Arrest-  On April 24, 2019, Dep. Luffey responded to a reported motor vehicle collision in the 21600 block of Great Mills Road in Lexington Park.  While investigating the accident, the operator of one of the involved vehicles, Patrick Neal Boothe, age 34 of Drayden, was discovered to have a cigarette in vehicle saturated in brown fluid, (suspected PCP), as well as two clear vials containing fluid that had spilled throughout the vehicle.  Boothe was arrested and charged with CDS: Possession-Not Marijuana.  CASE# 23976-19

04/25/19-  Dep. Baker observed a vehicle in the 28100 block of Pt. Lookout Road in Loveville, swerving in and out of the lane of travel. A traffic stop was initiated and the operator of the vehicle was Robert Earl Norris, age 33 of Lexington Park.  Norris was determined to be operating the vehicle under the influence of drugs and was charged with Driving Vehicle While Impaired by a Controlled Dangerous Substance, and Driving Vehicle While So Far Impaired by a Controlled Dangerous Substance Cannot Drive Safely.  Located on Norris' person was a clear plastic baggie containing two pills with a white powdery substance, (suspected heroin).  Norris was also charged with CDS: Possession-Not Marijuana.  Arrest handled by DFC. Wanted for Escape-Brandon Bates

The St. Mary’s County Sheriff’s Office is seeking the whereabouts of Brandon Lee Bates, age 26 of Charlotte Hall.  Bates has an active warrant for the charge of escape second degree for violating the conditions of his pretrial release.  Bates was previously arrested on theft charges.  Bates is 5’10” in height, weighs 175 pounds, and has brown hair and brown eyes.

Foor responded to the 48000 block of Galley Lane in Lexington Park for the reported assault.  Investigation determined Dimitri Paul Brooks, age 24 of Lexington Park, assaulted the victim by punching the victim in the face and also held a knife up to the victim's face and threatened the victim. Fretwell responded to the 21600 block of Enterprise Drive in Lexington Park, for the reported assault with a knife.  Investigation determined Vashon Lamar Hayden, age 35 of Glen Burnie, pushed the juvenile victim off his bike, and brandished a knife and threatened to stab the victim. Neglect of a Minor-  On May 1, 2019, Cpl. Worrey responded to the 46000 block of Valley Court in Lexington Park, for the check the welfare request.  Investigation determined Ashley Irene Freeman, age 30 of Lexington Park, responded to the victim's school claiming the victim did not get off the bus.  Investigation determined the victim did get off the bus, and Freeman was there when the child exited the bus.  When Freeman was at the school claiming the victim didn't get off the bus, the victim and another minor child were located in Freeman's home with another minor child too young to legally supervise both victims.  Freeman was charged with two counts of Confine Unattended Child and Neglect of a Minor.  CASE# 25424-19

Handy was advised by the homeowner the individual had gone into the residence continuing to cause problems. Cpl. Handy made contact with John Kenneth Spalding, age 51 of California.   Spalding immediately began to yell at Cpl. Handy and followed Cpl. Handy outside the residence where he continued his behavior.  Once outside, Spalding's actions began to disturb residents in the area, and Spalding was placed under arrest for Disorderly Conduct.  CASE# 25453-19

Assault/False Imprisonment-  On May 2, 2019, Dep. Wimberly responded to the 29900 block of Pt. Lookout Road in Helen, for the reported disturbance.  Investigation determined Stephen Malvin Lacey Jr., age 43 of Chaptico, came to the victim's residence and forced his way inside.  Once inside the residence Lacey assaulted the victim by striking the victim in the face and leg, and also choked the victim.  Lacey then left the residence, only to return and force his way into the residence via a window.  Once inside the residence, Lacey refused to leave, nor would he allow the victim to leave.  Lacey was located in the residence when deputies arrived; Lacey was arrested and charged with Burglary 3rd Degree, Assault 2nd Degree, and False Imprisonment.  CASE# 25500-19

Fatal Accident in Mechanicsville Under Investigation

On May 18, 2019, deputies from the St. Mary’s County Sheriff’s Office responded to the 40900 block of New Market Turner Road in the area of Rustin Family Way, for the reported motor vehicle collision.  Upon arrival a 2001 Chevrolet Cavalier, with three occupants, was located off the roadway into a tree. The operator of the vehicle, Avery Leslie Stokes, age 18 of Indian Head, and the front seat passenger Alexandra Catherine Howard, age 18 of Mechanicsville, were flown to area trauma centers for incapacitating injuries. The rear seat passenger, Thomas Edward Douglas, age 63 of Mechanicsville, was pronounced deceased on scene.  The St. Mary’s County Sheriff’s Office Collision Reconstruction Unit responded to the scene and continued the investigation.

Preliminary investigation determined the vehicle was traveling eastbound on New Market Turner Road when for unknown reasons the vehicle crossed the centerline, overcorrected and left the roadway striking a tree.  At this time driver error and lack of seatbelt usage appear to be contributing factors in the fatal collision. On May 15, 2019, the St. Mary's County Sheriff's Office Emergency Services Team attended the thirty-eighth annual National Peace Officers' Memorial Service at the U.S. Capitol to remember the heroes who gave all in defense of their country and communities.  Deputy First Class Blaine Gaskill participated in the wreath laying ceremony in remembrance of those officers who were killed in the line of duty by terrorist actions.

Adhering to the law will make roadways in St. Mary’s County and in Maryland safer for drivers, passengers, bicyclists, horse-and-buggy operators and pedestrians.

Speed Restrictions

In 2017, speeding was a contributing factor in 26% of all traffic fatalities in the United States, according to the National Highway Traffic Safety Administration.

Maryland Sec. 21-801(a): A person may not drive a vehicle on a highway at a speed that, with regard to the actual and potential dangers existing, is more than that which is reasonable and prudent under the conditions.

(b) At all times, the driver of a vehicle on a highway shall control the speed of the vehicle as necessary to avoid colliding with any person or any vehicle or other conveyance … is on or entering the highway.

(c) The driver of a vehicle shall drive at an appropriate, reduced speed when approaching and crossing an intersection at which cross traffic is not required to stop by a traffic control device.

Furthermore, Maryland law states that drivers shall drive at an appropriate reduced speed when approaching and going around a curve, approaching the crest of a grade, traveling on any narrow or winding roadway and when any special danger exists as to pedestrians or other traffic or because of weather or highway conditions.

Fines for exceeding the posted speed limit by:

1 to 9 mph -- $80 and one point assessed on a driver’s license or $120 and three points if contributing to an accident

10 to 19 mph -- $90 and two points or $130 and three points if contributing to an accident

20 to 29 mph -- $160 and two points or $200 and three points if contributing to an accident

30 to 39 mph -- $290 and five points

40 mph and over -- $530 and five points

In a posted work zone, fines range from $290 to $780. In a posted school zone, fines range from $120 to $1,000.

The St. Mary’s County Sheriff’s Office is seeking the identity of the persons pictured. On Wednesday, May 15, 2019 at 8 pm, three suspects entered the Dollar General store in Charlotte Hall and loaded bars of Dove soap, containers of Arm & Hammer detergent, Dove liquid body wash and Gain detergent pods into a large gray plastic tote, yellow hand baskets, a black backpack and a reusable shopping bag and left the store without paying for the merchandise.

The suspects were last seen getting into a black SUV with Washington DC tags beginning with GA, heading north on Route 5. Burglary/Violation of Peace Order-  On May 6, 2019, Dep. Luffey responded to the 45600 block of Ford Drive in Lexington Park, for the reported violation of a peace order.  Investigation determined Renee Peltz Dennison, age 41 of Leonardtown, had someone contact the victim for her, which is a violation of the current order.  Peltz was arrested and charged with two counts of Violation of Peace Order.  CASE# 26396-19.   Later that same day, Dep. Fretwell responded to the 45600 block of Ford Drive in Lexington Park, for the reported violation of a peace order.  When Dep. Fretwell arrived he located Renee Peltz Dennison, in a vehicle in the victim's yard, which is a violation of the order.  Further investigation determined Dennison had arrived at the residence and attempted to force entry to the victim's residence by forcing the front door open; when that wasn't successful, Dennison attempted to force open a sliding glass door at at the residence.  Dennision was arrested and charged with Burglary 4th Degree and Peace Order: Fail to Comply.  CASE# 26508-19

Drug Arrest-  On May 7, 2019, Cpl. Ruest conducted a traffic stop in the 25700 block of Budds Creek Road in Chaptico.  The operator of the vehicle was identified to be Tyron Anthony Butler Jr., age 20 of Avenue.  Cpl. Ruest observed a baggie containing suspected marijuana in the vehicle.  Located on Butler was another baggie containing suspected cocaine.  Butler was arrested and charged with two counts of CDS: Possession-Not Marijuana, CDS: Possession-Marijuana 10 Grams Plus, and CDS: Possession-Paraphernalia.  CASE# 26594-19

Assault/DUI-  On May 7, 2019, Dep. Wynnyk responded to the 46900 block of South Shangri La Drive in Lexington Park for the reported motor vehicle accident and fight in progress.  Investigation determined the victims drove around Joshua Bruce Hildreth, age 38 of Lexington Park, while Hildreth was stopped in the roadway.  Hildreth then began following the victims and attempted to use his vehicle to crash into the victims. The victims thought Hildreth had struck their vehicle, and they stopped to check for damage at which time Hildreth exited his vehicle and assaulted one victim.  The victims then proceeded to a safe area and called for law enforcement.  Hildreth followed both victims and threatened them with a knife before fleeing the area. While on the scene with the victims, Dep. Wynnyk observed Hildreth drive by.  Dep. Wynnk stopped Hildreth and determined he was operating his vehicle under the influence of alcohol.  Hildreth was arrested and charged with two counts of Assault First Degree, Assault Second Degree, Driving Under the Influence of Alcohol and Driving While Impaired by Alcohol.  CASE# 26708-19

UPDATE:  On March 9, 2019, Carol Jean Anderson, age 87 of Leonardtown, succumbed to the injuries sustained in the motor vehicle collision on March 3, 2019.  Sheriff Tim Cameron and members of the St. Mary’s County Sheriff’s Office want to express our condolences to the Anderson family and our thoughts are with the family at this difficult time. The St. Mary’s County Sheriff’s Office is actively working with the Office of the State’s Attorney regarding additional criminal charges on Machiavelli Tyzhae Savoy.

On March 3, 2019, at approximately 12:44 p.m. law enforcement officers located Machiavelli Tyzhae Savoy, age 20 of Lexington Park, operating a vehicle in the area of Midway Drive in Lexington Park. Savoy is wanted on numerous outstanding warrants, to include Handgun on Person, Handgun in a Vehicle, and Loaded Handgun in Vehicle. Officers attempted to take Savoy into custody, however Savoy refused to stop, and a pursuit ensued. During the pursuit, Savoy lost control of the vehicle he was operating while negotiating a curve on Pegg Road.  Savoy’s vehicle crossed the centerline of the roadway and was struck by another vehicle. The St. Mary’s County Sheriff’s Office Collision Reconstruction Unit responded to the scene and continued the investigation.

Preliminary investigation determined a 1995 GMC Jimmy, operated by Machiavelli Tyzhae Savoy, was traveling northbound on Pegg Road when Savoy lost control of the vehicle in the area of West Westbury Boulevard. Savoy’s vehicle crossed the centerline, and entered the southbound lanes of travel, where it was struck by a 2016 Volkswagen Beetle, operated by Carol Jean Anderson, age 87 of Leonardtown. Both operators sustained incapacitating injuries and were transported to MedStar St. Mary’s Hospital; both operators were subsequently transported to area trauma centers for further treatment and remain in critical condition. Located on Savoy’s person prior to being transported to the hospital was a loaded handgun; other items of evidence were also recovered from the vehicle. Additional charges are pending review with the Office of the State’s Attorney.  At this time speed, driver error, and attempting to elude arrest appear to be contributing factors in the collision.

On Friday, May 10, 2019 at 3:15 pm, the suspect took a debit card that the victim had left on the counter of Abell’s Tavern in Callaway. The suspect then went to the Callaway Shell gas station and attempted to use the debit card to make a purchase. 05/09/19-  Dep. Burgess conducted a traffic stop in the 22600 block of Three Notch Road in Lexington Park and identified the operator to be Christopher Paul Forrest, age 43 of Lexington Park.  Forrest was determined to be operating the vehicle under the influence of alcohol; he was arrested and charged with Driving Under the Influence of Alcohol, Driving Under the Influence of Alcohol Per Se, and Driving While Intoxicated.  CASE# 27029-19
