Armed Robbery Suspect Arrested

On April 4, 2019 at approximately 9:42 p.m., William James Cooper, 32 of no fixed address, entered the Subway restaurant at Merchants Lane in Leonardtown. Cooper placed a knife to the neck of an employee of the store and demanded money. During the robbery, Cooper cut the victim, which caused minor injuries, before fleeing the area in a vehicle.

St. Mary’s County Sheriff’s Office Patrol Deputies located and apprehended Cooper, who was processed and charged at the St. Mary’s County Detention and Rehabilitation Center in Leonardtown.

Cooper was charged by St. Mary’s County Criminal Investigations Division Detectives with:

-First-Degree Assault

-Second-Degree Assault

-Armed Robbery

-Robbery

-Theft: $100 to under $1,500

Cooper is currently incarcerated at the St. Mary’s County Detention and Rehabilitation Center and is awaiting an appearance before a District Court Commissioner.

Remove Items of Value from Vehicles

The St. Mary's County Sheriff's Office continues to investigate reports of burglary to motor vehicles.  In many of the cases, items of value such as loose change, electronics, purses, etc. have been left visible inside of vehicles. The St. Mary's County Sheriff's Office is encouraging citizens to remove items of value from their vehicles when the vehicles are parked, and for citizens to be vigilant in locking their vehicles.

Anyone with information on the burglaries to motor vehicles is asked to contact the St. Mary's County Sheriff's Office at (301) 475-8008.  Citizens may remain anonymous and contact Crime Solvers at (301) 475-3333, or text a tip to "TIP239" plus their message to "CRIMES" (274637).  Through the Crime Solvers Program tipsters are eligible for an award of up to $1,000 for information about a crime in St. Mary's County that leads to an arrest or indictment.



Motorcycle Accident Under Investigation

On April 7, 2019 at approximately 2:00 p.m. deputies from the St. Mary’s County Sheriff’s Office responded to the 23000 block of Three Notch Road in California, for the report of a motor vehicle collision involving a motorcycle. The operator of the motorcycle was located at the scene with incapacitating injuries and was transported by Maryland State Police helicopter to an area trauma center for treatment. The St. Mary’s County Sheriff’s Office Collision Reconstruction Unit responded to the scene and continued the investigation.

Preliminary investigation determined a 2017 KTM Super Duke R motorcycle, operated by Byron Keith Boman, age 61 of California was utilizing the bicycle lane to pass vehicles on Three Notch Road, in the area of Park Place Way.  While attempting to pass vehicles the operator struck a curb and lost control of the motorcycle and was ejected. At this time speed and alcohol do not appear to be factors in the crash.  Boman remains in an area trauma center in critical condition.

Theft-  On April 1, 2019 Dep. Chase responded to the 46200 block of Lexington Village Way in Lexington Park for the reported theft.  Investigation determined Joseph Dale Thomas, age 60 of Lusby, fled the Kohl's store with several items of clothing.  Responding officers located Thomas in the area, and he was arrested and charged with Theft.  CASE# 19207-19

Assault-  On April 1, 2019 DFC. Molitor responded to the St. Mary's County Detention and Rehabilitation Center for the reported assault.  Investigation determined Travis Nathaniel Nelson, age 34 of Lexington Park, assaulted the victim by pushing the victim numerous times.  Nelson was charged with Assault 2nd Degree.  CASE# 19279-19

Home Invasion/Firearm Arrest- On April 1, 2019, Dep. Luffey responded to the 21900 block of Stoney Brook Drive in Lexington Park, for the reported burglary involving a firearm.  Investigation determined James David Thomas II, age 50 of Lexington Park, forced entry to a neighbor's residence, and pointed a shotgun at the victim. Thomas then left the victim's residence, returned to his residence, and fired the shotgun numerous times into the ceiling of his residence.  Deputies located Thomas in his vehicle, exiting his driveway.  Thomas was arrested and charged with Assault 1st Degree, Home Invasion, Burglary 3rd Degree and Firearm Use/Fel-Violent Crime.  CASE# 19224-19

Child Neglect-  On April 2, 2019 Cpl. Flerlage responded to the 28200 block of Three Notch Road for a reported disturbance.  Investigation determined Breauna Valencia Dixon, age 28 of Washington, D.C. was involved in an argument with the complainant.  The complainant told Dixon to make arrangements for Dixon's four kids and herself as the complainant would no longer assist Dixon.  Dixon attempted to leave the scene and her four children without making any arrangements for their welfare.  Ultimately, Child Protective Services was contacted as Dixon refused to take custody of her children, ages 8, 4, 2 and 11 months, and attempted to leave them numerous times on scene.  Dixon was placed under arrest for Neglect of Minor (4 counts).  Dixon refused to comply with arresting officers and was also charged with Resist/Interfere with Arrest. Once at the St. Mary's County Detention and Rehabilitation Center Dixon was found to have suspected marijuana on her person.  Dixon was also charged with Possess Contraband/Place of Confinement.  CASE# 19450-19

Traffic Tip Tuesdays: More on Pedestrians

In an effort to promote awareness of state traffic laws, the St. Mary’s County Sheriff’s Office posts excerpts of the 2018-2019 edition of The Maryland Vehicle Law Annotated on Tuesdays.

Adhering to the law will make roadways in St. Mary’s County and in Maryland safer for drivers, passengers, bicyclists, horse-and-buggy operators and pedestrians.

More on Pedestrians

Sec. 21-503. Crossing at other than crosswalks. (a) If a pedestrian crosses a roadway at any point other than in a marked crosswalk or in an unmarked crosswalk at an intersection, the pedestrian shall yield the right-of-way to any vehicle approaching on the roadway.

(c) Between adjacent intersections at which a traffic control signal is in operation, a pedestrian may cross a roadway only in a marked crosswalk.

The fine for a pedestrian who fails to yield the right-of-way to a vehicle when unsafely crossing the roadway or crossing the roadway between adjacent intersections having a traffic control signal is $50.

Sec. 21-504. Drivers to exercise due care. (a) … the driver of a vehicle shall exercise due care to avoid colliding with any pedestrian. (b) Duty to warn pedestrians – the driver of a vehicle shall, if necessary, warn any pedestrian by sounding the horn of the vehicle.

The fine for a driver failing to exercise due care to avoid pedestrian collision is $70 and one point assessed on a license or $110 and three points on a license if contributing to an accident.

Sec. 21-506. Pedestrians on roadways. (a) Where a sidewalk is provided, a pedestrian may not walk along and on an adjacent roadway. (b) Where a sidewalk is not provided, a pedestrian who walks along and on a highway may walk only on the left shoulder, if practical, or on the left side of the roadway, as near as practical to the edge of the roadway, facing any traffic that might approach from the opposite direction.

The fine for a pedestrian walking in the roadway where there is a sidewalk or failing to walk on the left shoulder or left side of the roadway when a sidewalk is not provided is $50.

Violation of Protective Order-  On April 3, 2019, Dep. Fenwick responded to the 19600 block of Pt. Lookout Road in Great Mills for the reported protective order violation.  Investigation determined Cornelius NMN Fenwick, age 41 with no fixed address, was at the victim's residence in violation of a valid protective order prohibiting Fenwick from contacting the victim or being on the victim's property.  Fenwick was arrested and charged with Violate Protective Order.  CASE# 19518-19

Burglary-  On April 3, 2019, Dep. Budd responded to the 23400 block of Three Notch Road in California, for the reported disturbance.  Investigation determined Anthony Lashawn Briscoe Jr., age 22 of Lexington Park, came to the victim's location and forced his way inside the residence.  Once inside the residence, Briscoe then assaulted a second victim. Assault-  On April 4, 2019, Dep. The St. Mary’s County Sheriff’s Office is seeking the whereabouts of Joseph Dale Thomas, age 60 of Lusby.  Thomas has an active warrant for the charge of escape, due to violating the conditions of his pretrial release.  Thomas was initially arrested for the charge of theft.  Thomas is 5’8” in height, weighs 200 pounds, and has gray hair and brown eyes.

Assault-  On April 6, 2019, Dep. On Saturday, April 27, 2019 from 9 a.m. to 1 p.m., the St. Mary’s County Sheriff’s Office, in partnership with the St. Mary’s County Health Department and St. Mary's County Elks Lodge #2092, will host a medication and sharps collection event for the community. This gives the public an opportunity to clear their homes of potentially dangerous, expired, unused and unwanted medications and sharps (needles/syringes). The service is free and anonymous – no questions asked.

Bring your prescription or over-the-counter medications and medical sharps for safe disposal to one of two locations:

● Sheriff’s Office Headquarters: 23150 Leonard Hall Drive in Leonardtown

In 2018, St. Mary’s County residents turned in nearly 1,462 pounds of prescription medications at community events and collection sites operated by the Sheriff’s Office. National Take Back Day events, sponsored by the U.S. Department of Justice, Drug Enforcement Administration and its partners, have taken in almost 11 million pounds—or 6,000 tons—of medications. Additionally, the Elks National Drug Awareness Program is the largest volunteer drug awareness program in the United States. The Elks are committed to eliminating the illegal use of drugs by all members of society and believe that in order to ensure a bright future for the country, it is essential that children be raised in a drug-free environment.

This initiative addresses a vital public health and safety issue. Medicines that languish in home cabinets are highly susceptible to misuse and abuse, sometimes contributing to the opioid epidemic. Additionally, medical sharps that are not properly disposed of may expose your family, pets, local sanitation workers or emergency responders to needle stick injuries and potential infection. You can prevent injury, misuse and abuse of these substances, illness, and pollution by properly disposing of the medications, sharp objects and contaminated materials you use when administering health care at home.

With the onset of warmer weather, the St. Mary's County Sheriff's Office takes an increase in complaints of persons illegally operating unregistered motorcycles, dirt bikes, golf carts, off-road and all-terrain vehicles (ATVs) on roadways and private property. The Sheriff's Office reminds citizens the Maryland Transportation Article prohibits the operation of an unregistered motor vehicle on a public roadway. ATVs may only be operated on private property – with the permission of the property owner. Off-road vehicles, golf carts, and ATVs may not be operated on:

-Public roadways

-Bicycle lanes

-Three Notch Trail

-Sidewalks

-Power lines or utility right-of-ways

-St. Mary's County parks

Any vehicle that is not registered in the state of Maryland may not be driven on public highways. Maryland vehicle law defines highways as the entire width between the boundary line of any way or thoroughfare of which any part is used by the public for vehicular travel, whether or not the way or thoroughfare has been dedicated to the public and accepted by any proper authority.

This means off-road vehicles are for use on private property only, with the permission of the owner/agent. According to Maryland Vehicle Law, they cannot be operated on public sidewalks, public roads, streets or highways.

In addition to any other traffic violations observed, the following is a list of charges that an operator faces if observed operating an off-road vehicle in violation of the law:

13-402 Driving unregistered motor vehicle: $290

16-101a (Driving, Attempting to Drive) motor vehicle on a highway without required license and

authorization: Must Appear Citation and five points assessed on a license

16-101b Operating a (moped, motor scooter) on the highway without required license or permit:

Must Appear Citation and five points ... A "motor assisted" and "motor driven" moped or scooter can be operated on the highway if the operator has a valid license or a moped permit obtained through the MVA

17-107 Driving Uninsured Vehicle: Must Appear Citation and five points

* Golf carts are permitted to be operated on a St. Mary's County highway only in the community of Golden Beach/Patuxent Knolls with the following conditions:

(A) A person who operates a golf cart on a county highway in the community of Golden Beach

Patuxent Knolls, St. Mary's County without registration as authorized under 13-402 (C)(13)

of this article:

(1) May Operate the golf cart only:

(I) On a county highway on which the maximum posted speed limit does not exceed

35 miles per hour;

(II) Between dawn and dusk; and

(III) If the golf cart is equipped with lighting devices as required by the administration

(2) Shall keep the golf cart as far to the right of the roadway as feasible; and

(3) Shall possess a valid driver's license

An individual issued a Must Appear Citation will receive a court date in the mail and must see the

judge; there is no preset fine.

The Sheriff's Office would like to add the following safety tips:

1. Ride with a partner or friend.

2. Let someone know where you are riding and when you are expected to return.

3. Familiarize yourself with the motor vehicle you are operating.

4. Operate the vehicle in an ATV park or areas designated for off-road vehicles and ATVs

* An individual driving an off-road vehicle in violation of the Maryland Transportation Article may face the consequence of having the vehicle towed and stored by the St. Mary's County Sheriff's Office.

Assault/Violation of Protective Order-  On April 7, 2019, Cpl. Reppel responded to the 21600 block of Liberty Street in Lexington Park, for the reported assault/protective order violation.  Investigation determined Devin Daniel Perkins, age 24 of Lexington Park, was at the victim's residence, and punched the victim, and stomped on the victim's head causing visible injury.  There is a valid court order prohibiting Perkins from contacting and being at the victim's residence.  Perkins was arrested and charged with Assault 2nd Degree and Violate Protective Order.  CASE# 80413-19 (No Photograph Available)

Burglary-  On April 8, 2019, Dep. Raley responded to the 18400 block of Point Lookout Road in Park Hall for the reported burglary.  Investigation determined Jesse Lee Tippett, age 21 of Park Hall, entered the victim's residence without permission, and proceeded to assault a guest in the residence and forcibly dragged the guest/victim out of the residence. Tippett reentered the residence, and began to punch another victim several times in the head.  Tippett was located on scene and arrested.  Tippett was charged with Burglary 1st-Home Invasion, Burglary 3rd Degree, and two counts of Assault 2nd Degree.  CASE# 20635-19

Assault/Disorderly Conduct-  While officers were investigating a burglary in the 18400 block of Point Lookout Road in Park Hall, Tabitha Marie Wilson, age 25 of Park Hall, exited her residence and began to cause a commotion yelling and screaming outside.  Wilson was told several times to cease her behavior, however she continued to cause a disturbance.  Wilson then began threatening others on scene.  Wilson was placed under arrest and charged with Disorderly Conduct.  While at the detention center Wilson kicked a deputy and later bit a deputy.  Wilson was charged with two counts of Assault 2nd Degree, Disorderly Conduct, and Failure to Obey a Lawful Order. Violation of Protective Order-  On April 9, 2019 at the District Court located in Leonardtown, Theiron Darnell Bost, age 30 violated a protective order while in the courtroom.  Bost made gestures to the victim, who was also present in the courtroom.  This was in violation of a valid court order prohibiting Bost from contacting the victim or harassing the victim in any way.  Bost was charged with Violate Protective Order.  Arrest handled by DFC. Assault-  On April 9, 2019, DFC. McCuen responded to the 20800 block of Harlequin Lane in Callaway, for the reported assault.  Investigation determined Cloris Michelle Stewart, age 43 of Callaway assaulted the victim by slapping and scratching the victim during an argument.  The victim displayed visible signs of injury.  Stewart was arrested and charged with Assault 2nd Degree.  CASE# 20836-19 (No Photograph Available)

Drug Arrest-  On April 10, 2019, Sgt. Ellis conducted a vehicle stop in the 21700 block of Pegg Road in Lexington Park.  During the stop, a CDS smoking device was observed in the vehicle, and the passenger in the vehicle Virginia Leigh Bissett, age 24 with no fixed address, was observed brushing white powder off the seat.  Further search of the vehicle yielded a straw containing a white powder residue, and inside a bag of potato chips was a small baggie containing suspected cocaine.  Located inside the center console of the vehicle was another straw with white powder residue and another baggie containing powder residue.  Bissett, and the operator of the vehicle, Joseph Lloyd Carroll, age 58 of Ridge, were arrested and charged with Possess CDS Cocaine, and Possess CDS Paraphernalia. Burglary/Theft-  On April 11, 2019, Det. Schultz made contact with James Michael Russell, age 34 with no fixed address, and charged him with Burglary and Theft.  In February deputies responded to the 30400 block of Potomac Way in Charlotte Hall, for the reported burglary to some mini storage units. Numerous items were taken from the storage units, and through the course of the investigation, Russell was developed as a suspect. Stalking-  On April 12, 2019, Dep. Edelen, responded to the 21500 block of Great Mills Road in Lexington Park, for the reported disturbance.  Investigation revealed Jamar Marcus Young, age 32 of Lexington Park, came to the victim's place of employment and began causing a disturbance and threatening the victim.  The victim was escorted home from work, and Young was discovered hiding outside the victim's residence by deputies. Young continued to cause a disturbance outside the victim's residence and yelled and harassed the victim in the presence of deputies on scene.  Young was placed under arrest and charged with Harass: Course of Conduct, Stalking, Disorderly Conduct, and Disturbing the Peace: Hindering Passage.  CASE# 21323-19

Theft/Drug Arrest-  On April 12, 2019, Joseph Dale Thomas, age 60 of Lusby, was observed in the area of 44900 Worth Avenue in California.  Thomas had an active warrant for the charge of Escape.  Thomas was then observed entering a store, and removing an item from its packaging in an attempt to steal the item.  When confronted, Thomas attempted to flee.  Thomas was apprehended and when placed under arrest, two metal suspected CDS smoking devices were located on Thomas, as well as a baggie containing suspected cocaine. Attempted Motor Vehicle Theft/Disorderly/Hindering-  On April 14, 2019, numerous deputies responded to the 21900 block of Three Notch Road in Lexington Park, for the reported large, disorderly crowd.  Upon arrival Markia Shenelle Hebb, age 21 of La Plata, was actively assaulting an individual.  Hebb was placed under arrest and charged with Affray, Disorderly Conduct, and Hindering. While arresting Hebb, Dep. Budd observed Nathaniel Willie Gantt, age 27 of Lexington Park, try to gain access to a locked police vehicle on scene by actively pulling on the passenger door handle of the marked cruiser.  Gantt was arrested and charged with Attempted Motor Vehicle Theft.  As officers were trying to disperse the crowd and clear the parking lot, D'amato Maurice Butler, age 27 of Great Mills, was yelling and causing a further disturbance.  Butler was ordered and given multiple opportunities to stop his behavior and leave the area, however he refused to do so. 04/12/19-  While sitting stationary at a traffic signal in the 30000 block of Three Notch Road in Mechanicsville, Dep. Wynnyk observed a vehicle drive through the median, and strike another vehicle sitting stationary at a traffic signal. The striking vehicle then attempted to flee the scene.  Deputy Wynnyk and DFC. D. Smith pursued and stopped the vehicle; the operator was identified as Christopher Dale Nuttter, age 35 of Waldorf.  Nutter was found to have a bottle of Alprazolam in his vehicle.  Nutter was charged with Driving While Impaired by Controlled Dangerous Substance, and Driving While So Impaired by Drug(s) and Alcohol Incapable of Driving Safely.  CASE# 21526-19

The St. Mary’s County Sheriff’s Office is seeking the whereabouts of Brandon Lee Bates, age 26 of Charlotte Hall.  Bates has an active warrant for the charge of escape second degree for violating the conditions of his pretrial release.  Bates was previously arrested on theft charges.  Bates is 5’10” in height, weighs 175 pounds, and has brown hair and brown eyes.

Traffic Tip Tuesdays: Headlights and High Beams

In an effort to promote awareness of state traffic laws, the St. Mary’s County Sheriff’s Office will be posting excerpts of the 2018-2019 edition of The Maryland Vehicle Law Annotated on Tuesdays.

Adhering to the law will make roadways in St. Mary’s County and in Maryland safer for drivers, passengers, bicyclists, horse-and-buggy operators and pedestrians.

Headlights and High Beams

Sec. 22-226. Number of driving lamps required or permitted
(a) …At least two lighted lamps shall be displayed, one on each side, at the front of every motor vehicle other than a motorcycle, except when the vehicle is parked subject to the regulations governing lights on parked vehicles.

Sec. 22-223(b) Approaching oncoming vehicle – Whenever a driver of a vehicle approaches an oncoming vehicle within 500 feet, the driver shall use a distribution of light, or composite beam, so aimed that the glaring rays are not projected into the eyes of the oncoming driver.

(c) Approaching vehicle from the rear – Whenever the driver of a vehicle approaches another vehicle from the rear, within 300 feet, the driver shall use a distribution of light permissible under this title, other than the uppermost distribution of light

The fine for not displaying two lighted front lamps, or driver failure to avoid projecting glaring light within 500 feet of an approaching vehicle or when within 300 feet approaching a vehicle from the rear is $60. Drivers are subject to a traffic stop if they do not dim their high beams to oncoming vehicles.

The Commissioners of St. Mary's County congratulated several long-serving employees on Tuesday, April 23, 2018, including many who have spent their careers at the St. Mary's County Sheriff's Office.

10 years of service:

Charles Holzberger, court security officer; Cpl. Timothy Snyder; Correctional Officer Sgt. Lindsay Irvin; Cpl. Glen Knott and Cpl. Brandon Foor were recognized for 10 years with St. Mary's County Government.

15 years of service:

Cheryl Chalk, administrative coordinator; Frances Gunn, senior administrative coordinator and William Baker, planner/scheduler for the St. Mary's County Detention and Rehabilitation Center were among those selected by their peers for the Peoples Choice Awards.

According to her nomination, Chalk is "very dependable, willingly accepts new assignments and can be counted on to assist the department when coverage is needed."

"Lt. Baker is a great mentor to other corrections and civilian staff, imparting his vast corrections knowledge and experience," his nomination stated.

Gunn "is a friend to everyone and does her utmost to be helpful and informative. Frances works very hard maintaining the active files and will often stay late to ensure her work is complete and available for corrections staff," her nomination stated.

Burglary Suspect's Identity Needed

The St. Mary’s County Sheriff’s Office is seeking the identity of the person pictured. On Thursday, April 18, 2019, at 4 a.m., the suspect broke into the Dollar General store on Great Mills Road in Lexington Park and stole several Tide laundry detergent products. The St. Mary’s County Sheriff’s Office is seeking the identity of the individual pictured.  On April 12, 2019, the individual left the Walmart store located on Miramar Way in California, with a large screen television and other merchandise he did not purchase.  The individual was observed leaving the area in a red Ford Explorer.
