Contract Awarded for Jail Expansion
After years of planning and budget discussions, a contract was awarded Tuesday, Dec. 18, 2018, to make additions and improvements to the St. Mary’s County Detention and Rehabilitation Center in Leonardtown.
The Commissioners of St. Mary’s County approved a $25,696,000 contract to Scheibel Construction of Huntingtown. The company recently completed the Capt. Walter Francis Duke Elementary School and College of Southern Maryland Wellness Center in Leonardtown.
Under the contract, a new 64-bed women’s wing will be added to the St. Mary’s County Detention and Rehabilitation Center along with a new medical services unit. Vacated existing space will be renovated for Pretrial Services office space and laundry services area. The work also includes upgrades to the facility’s heating and air-conditioning system and security improvements.
The overall jail expansion project will be designed in the current fiscal 2019 year, followed by construction of the additions in fiscal 2020 and security and HVAC renovations in fiscal 2021.
The Commissioners of St. Mary’s County unanimously approved the design-build contract.
“This is actually a big day,” Commissioner Mike Hewitt said. “The jail’s finally going to get built.”
Major Michael Merican said, “We are extremely grateful to the County Commissioners for their support in this project. The detention center has been in need of upgrades and renovations for several years. Built in 1989, it is an aging facility and the jail’s population continues to grow in size and in needs, often medical. This project award will go a long way in meeting some of the needs for the community.”
The jail currently has a capacity of 230 beds.

At approximately 2:59 P.M. an anonymous call was received in the main office at Great Mills High School (GMHS). The caller informed office staff that he was on his way to carry out an act of violence. GMHS administration notified the School Resource Officer, and the Public Schools Department of Safety & Security.
The school initiated a “lockout”. School dismissal had occurred and all buses had left school grounds just prior to the threat being made. After school activities were underway, those students were returned to the interior of the school for their safety. Additional police units were dispatched as a precaution to secure the parking lot while all remaining students and staff left school grounds. All after school activities were cancelled at Great Mills High School as a precaution.
An investigation into the call has been initiated by the St. Mary’s County Sheriff’s Office and the threat will be fully investigated.

Sobriety Checkpoint on Friday, Dec. 21, 2018
The St. Mary’s County Sheriff’s Office with the assistance of other agencies, will be conducting a roadside sobriety checkpoint during the evening of Friday, Dec. 21, 2018 on Route 235 in Lexington Park.
At Friday’s checkpoint, law enforcement officers will evaluate drivers for signs of alcohol or drug impairment. Drivers will also be checked for other traffic infractions.
In 2016, almost 10,500 people died in alcohol-impaired driving crashes in the United States, according to the Centers for Disease Control and Prevention. That equates to 29 people killed every day on roads in the U.S. or one death every 50 minutes.
The St. Mary’s County Sheriff’s Office recognizes that roadside sobriety checkpoints are highly-visible and efficient tools used in efforts against impaired driving. Sheriff Tim Cameron asks that everyone drive safely and sober during the Christmas and New Year’s holiday season.

Identity Sought for Car Theft Suspect
The St. Mary’s County Sheriff’s Office is seeking the identity of the person pictured. On Sunday, Dec. 16, 2018 at 8:10 a.m., the suspect entered the Planet Fitness gym in California and told the attendant he forgot something in the locker room and was allowed access to the locker room. Inside, the suspect took the victim’s key fob and then stole a maroon 2018 Ford Explorer with Maryland tags 4DJ9701. Also in the Explorer was the victim’s wallet and credit cards, one of which was attempted to be used at a Waldorf 7-11 gas station and later at a Walmart store in Dahlgren, VA. Shooting Investigation
On December 19, 2018, at approximately 10:30 p.m. deputies from the St. Mary’s County Sheriff’s Office responded to the 46500 block of Expedition Drive in Lexington Park, for the reported motor vehicle collision. Upon arrival it was discovered the victim, a 33 year old male from Callaway, was suffering from a gunshot wound. The victim was inside his vehicle at the time of the shooting. The victim was transported via helicopter to an area trauma center, and is in stable condition. The investigation is being continued by the Criminal Investigations Division. At this time, the shooting does not appear to be a random act of violence.

Beware of Email and Telephone Scams
The St. Mary’s County Sheriff’s Office has received an increase of reports regarding email scams, as well as scam phone calls which have caused monetary losses. Below are three recent reported incidents.
1. Celebrity scam- This scam typically comes in the form of an email from a celebrity/and or employee of a celebrity. The email will request money in the form of gift cards, or the email will request information such as bank account numbers, with the promise of this particular celebrity mailing “personal and special” gifts to the victim once the gift cards are received.
2. Rental Car scam- The victim will receive a phone call or email from an individual claiming to be an employee of a rental car company. The employee will state the car was rented in the victim’s name, and when returned drugs and evidence of a violent crime are present in the vehicle. In order to avoid criminal charges the victim must make payment using gift cards or money orders.
3. Vehicle for Sale scam- A vehicle will be advertised for sale on eBay, Craigslist, Facebook, or other various sites, for well under the market value. Once an inquiry is made, the victim will receive a statement about the car, and be provided with a reason why the car is so inexpensive and the need to sell the vehicle quickly. The victim will then be instructed to pay for the vehicle with eBay gift cards on a website which victims report look legitimate.
Citizens are advised to use good judgment when conducting transactions on the internet and not to share personal information such as Social Security numbers, financial institution information, and bank account numbers. Silent Angel Tree on Display at Sheriff's Office Lobby
The 17th Annual Silent Angel Memorial ceremony, which was cancelled earlier this month because of inclement weather, will not be rescheduled this year. However, the Silent Angel Christmas Tree is on display at the St. Mary's County Sheriff's Office headquarters lobby through next week along with the ceremony program and keepsakes. The Sheriff's Office headquarters is at 23150 Leonard Hall Drive in Leonardtown. The Silent Angel Memorial ceremony is held for the survivors of those lost over the years to homicide.

Shooting Investigation-Suspect Identified
UPDATE: Marcus Anthony Mills, age 31, with no fixed address, has been identified as a suspect in the shooting that took place on December 19, 2018. Mills currently has an open warrant for the charge of Attempted Murder. On December 19, 2018, at approximately 10:30 p.m. deputies from the St. Mary’s County Sheriff’s Office responded to the 46500 block of Expedition Drive in Lexington Park, for the reported motor vehicle collision. Upon arrival it was discovered the victim, a 33 year old male from Callaway, was suffering from a gunshot wound. The victim was inside his vehicle at the time of the shooting. The victim was transported via helicopter to an area trauma center, and is in stable condition. The investigation is being continued by the Criminal Investigations Division. At this time, the shooting does not appear to be a random act of violence.

Motor Vehicle Theft- On December 17, 2018, Cpl. Corcoran responded to the 20900 block of Freedom Run Drive, in Lexington Park, for a vehicle with an occupant sleeping inside. Contact was made with James Leroy Dorsey, age 34 with no fixed address. While investigating the incident, it was discovered Dorsey did not have permission to drive/or be in possession of the vehicle he was found sleeping inside of. Dorsey was arrested and charged with Motor Vehicle Theft. CASE# 68452-18
Assault- On December 17, 2018, DFC. McCuen responded to the 43700 block of Winterberry Way in California, for a 911 hangup from the address. Contact was made at the residence with the victim, who advised Amanda Leigh Smith, age 34 of California, assaulted the victim by striking the victim repeatedly in the face and head with a cellphone. Weapons Violation Arrest
On December 26, 2018, Deputy Forbes conducted a traffic stop in the 21300 block of Village Court in Great Mills, Maryland. The operator of the vehicle was identified as Marcus Darnell Courtney, age 27 of Great Mills. Courtney fled on foot during the traffic stop and was quickly apprehended by deputies after a brief struggle. Located under the driver’s seat in the vehicle operated by Courtney, was a loaded handgun; also recovered from inside the vehicle was a cigarette pack with individually packaged gum wrappers containing suspected heroin. Courtney was charged with the following crimes:

Courtney is currently incarcerated at the St. Mary’s County Detention and Rehabilitation Center on a no bond status.

Theft Suspect-ID Needed
The St. Mary’s County Sheriff’s Office is seeking the identity of the individual pictured. On December 23, 2018, the individual utilized a large plastic bin to conceal two laptops, clothing, and other items from the Target store located on First Colony Way in California. The individual then attempted to leave the store with the items. Loss prevention employees attempted to stop the individual at which time he fled the store. The suspect was last seen leaving the area in a Ford Super Duty truck.

The St. Mary’s County Sheriff’s Office is seeking the whereabouts of Donald Levi Warrick Jr., age 30 of Lexington Park, Maryland. Warrick violated the conditions of his pre-trial release by removing his GPS device on December 29, 2018. Warrick was on pre-trial release for the charges of Assault Second Degree, and CDS Possession-Not Marijuana; Warrick currently has a warrant for the charge of Escape Second Degree.

The St. Mary’s County Sheriff’s Office is seeking the whereabouts of Eric Vincent Moore, age 37 of Tall Timbers, Maryland. Moore absconded from a court approved program on December 27, 2018. Moore was incarcerated on the charges of Assault Second Degree, and Unlawful Taking of a Motor Vehicle; he is currently wanted for the charge of Escape Second Degree.

Indecent Exposure- On December 22, 2018, DFC. D. Smith conducted a traffic stop in the 37600 block of New Market Road in Charlotte Hall. Brian Charles Jackson, age 24 of Lexington Park, who was a passenger in the vehicle, proceeded to expose his genitals and urinate on the ground in the middle of the intersection as vehicles were driving by. DFC. Smith attempted to place Jackson under arrest, at which time Jackson became combative and resisted arrest. Jackson was taken into custody and charged with Indecent Exposure and Resisting Arrest. Indecent Exposure- On December 22, 2018, DFC. D. Smith conducted a traffic stop in the 37600 block of New Market Road in Charlotte Hall. Brian Charles Jackson, age 24 of Lexington Park, who was a passenger in the vehicle, proceeded to expose his genitals and urinate on the ground in the middle of the intersection as vehicles were driving by. DFC. Smith attempted to place Jackson under arrest, at which time Jackson became combative and resisted arrest. Jackson was taken into custody and charged with Indecent Exposure and Resisting Arrest. Theft- On December 23, 2018, Cpl. Handy responded to the 45000 block of Miramar Way in California, for the reported theft. Investigation determined Sarah Elizabeth Welch, age 21 with no fixed address, attempted to leave the Walmart store with wireless headphones that had not been purchased. Assault- On December 23, 2018, Cpl. Corcoran responded to the 45600 block of Shining Willow Lane in Lexington Park, for the reported assault. Investigation determined Steven Michael King, age 37 of Lexington Park, grabbed the victim by the throat during an argument. King was arrested and charged with Assault 2nd Degree. CASE# 69912-18

Theft- On December 24, 2018, DFC. Steinbach responded to the 45000 block of Miramar Way in California, for the reported trespassing and theft. Investigation determined Evelyn Virginia Dean, age 47 of Ridge, took the tags off a backpack in the Walmart store, and began filling the backpack with items. Dean had also been served a notice not to trespass at the store in July of 2018. Dean was arrested and charged with Theft and Trespass: Private Property. CASE# 70009-18

Weapons Violation Arrests
On January 2, 2019, deputies from the St. Mary’s County Sheriff’s Office responded to the 21800 block of Ronald Drive in Lexington Park, regarding a possible wanted individual. Upon arrival a vehicle was observed occupied by several individuals; as deputies approached the vehicle a strong odor of marijuana was emitting from the vehicle. Contact was made with Jalonte Dalquan Ford, age 19 of Great Mills, who was an occupant in the vehicle. A search of Ford and the bag in his possession yielded over 186 grams of suspected marijuana and a loaded handgun, which investigation later determined was stolen.
Further search of the vehicle yielded another handgun which was wrapped in a shirt, located under the driver’s seat of the vehicle, within reach of the driver and rear passenger. Martiez Armeni Briscoe, age 22 of Lexington Park, occupied the driver’s seat, and a 15 year-old-male juvenile was seated in the rear passenger seat behind Briscoe. Briscoe was arrested and charged with Handgun in Vehicle; the minor was arrested and charged as a juvenile with Handgun in Vehicle. Ford was charged with the following crimes:
