Teen Leadership Academy Visits Sheriff's Office

Leadership Southern Maryland's Teen Leadership Academy visited the St. Mary's County Sheriff's Office on Tuesday, June 25, 2019, learning about the various operations and functions of the agency. The 19 students from Southern Maryland, who are entering 10th, 11th and 12th grades, visited the St. Mary's County Detention and Rehabilitation Center, heard presentations and saw demonstrations by the Special Operations Division.

Armed Robbery: On June 19, 2019, St. Mary’s County Sheriff’s Office Deputies spoke with a taxi cab driver who advised that two males were picked up in Drayden and driven to Lexington Park. Once there, one of the males produced what the victim described as an Uzi-style handgun and demanded money. The males then fled on foot. The victim was shown a lineup where the victim positively identified Anthony Albern Rice Jr., 18 of Drayden, and Kyjuan Tyrese Bush, 17 of Lexington Park, as the males who robbed the victim. When interviewed by detectives, Rice admitted to being part of the robbery. Rice was charged with Armed Robbery, Robbery, First-Degree Assault, Loaded Handgun on Person, Firearm Use in Violent Crime and Second-Degree Assault by Detective Brian Fennessey. Bush was identified by the victim as the one who had the handgun in the robbery. Bush was charged with Armed Robbery, Robbery, First-Degree Assault, Loaded Handgun on Person, Firearm Use in Violent Crime, Fourth-Degree Burglary of a Dwelling by Det. Fennessey. Case # 35161-19

First-Degree Assault: On June 18, 2019, Patrol officers responded to the area of 22000 Mojave Drive in Great Mills for the report of a shooting. Several shell casings were located, and three bullet holes were observed in two residences. Witnesses described seeing a red Ford Explorer leaving the area. On June 20, 2019, deputies observed the vehicle on Three Notch Road in Lexington Park. The registration plates did not match the vehicle and deputies attempted a traffic stop. After a short chase, the vehicle came to a stop and Vincent Lavey Harrington, 18 of Washington DC, was apprehended. In an interview, Harrington admitted to operating the motor vehicle and firing several shots toward the 22000 block of Mojave Drive on June 18, using a Glock handgun. The vehicle was reported as being stolen out of Bowie. Harrington was charged with First-Degree Assault, Loaded Handgun on Person, Firearm Use in Violent Crime, Second-Degree Assault, Reckless Endangerment, Possession of a Firearm/Minor by Detective Brian Fennessey. Theft: On June 20, 2019, DFC Daniel Holdsworth was traveling on Three Notch Road in Mechanicsville when he received a license plate reader hit, indicating that a license plate on an adjacent vehicle was stolen. The driver, Anthony John Knittel, 36 of Hollywood, initially denied knowledge of the theft, but then said the plates came from a friend of a friend. Knittel was charged with Theft: Less than $100. Assault: On June 21, 2019, Deputy Max Schell responded to the 45800 block of Jay Dee Court in Lexington Park for the report of a disturbance. The victim advised that Chester Elwood McMahan 4th, 38 of Lexington Park, threw an object which struck the victim on the nose causing a scratch. McMahan was arrested, transported to the St. Mary’s County Detention and Rehabilitation Center and charged with Second-Degree Assault. Case # 35759-19

CDS Possession: On June 21, 2019, Deputy Tyler Westphal responded to the St. Mary’s County Detention and Rehabilitation Center for a reported CDS violation. Westphal was advised that Wendell Ignatius Ford Jr., 29 of Lexington Park, was in possession of a white powdery substance while on the home detention program. Returned to the detention center, Ford was found to have a dollar bill with white powdery substance in which Ford said was “probably cocaine.” Ford was charged with CDS Possession: Not Marijuana and Possession of Contraband in a Place of Confinement. Assault: On June 22, 2019, DFC Dale Smith responded to the 45700 block of Oregon Way in Lexington Park for the report of a disturbance. The victim advised that Joseph Gerard Denaro, 61 of Lexington Park, grabbed the victim by the wrist and threw the victim to the ground. Denaro then hit the victim on the back of the head with an unknown object. A bump on the back of the victim’s head was observed and Denaro was arrested, transported to the St. Mary’s County Detention and Rehabilitation Center and charged with Second-Degree Assault and Theft less than $100. Trespassing: Timothy Lee Barnes, 56 of Lexington Park, was arrested on June 22, 2019 for Trespassing on Private Property at 21628 Great Mills Road by Cpl. Alvin Beishline. Case # 36021-19 (no photo available) 
 
Malicious Property Destruction: On June 22, 2019, DFC Carl Ball responded to the 21600 block of Liberty Street in Lexington Park for the report of property destruction. The victim advised that Cody Michael Kiser, 26 of Lexington Park, had been over the night before and an argument ensued. The next day, the victim found the rear passenger side window of the victim’s vehicle had been broken out. Kiser admitted to breaking the window and there was injury to his right hand and wrist. Kiser was charged with Malicious Destruction of Property less than $1,000. Case # 35946-19 (no photo available)  

Theft: On June 23, 2019, Cpl. Brian Connelly responded to the California Walmart store for the report of a shoplifter in custody. A witness advised that Theresa Marie Huggins, 30 of Lusby, was about to leave the store with a purse-full of items without a receipt. The value of the merchandise was $121. Huggins was charged with Theft: $100 to $1,500. Case # 36177-19 (no photo available) 

Disorderly Conduct: On June 23, 2019, a private group had rented a meeting room at the Lexington Park Library. Ashley Kyle Morgan, 42 of Leonardtown, attempted to register for that event, but had registered for another later that day and was advised by deputies he could not enter the room until 3 pm. Morgan ran into the room and created a disturbance, yelling at the approximately 75 people in the room. Morgan was arrested, transported to the St. Mary’s County Detention and Rehabilitation Center and charged with Disorderly Conduct, Disturbing the Peace/Disorderly, Fail to Obey Reasonable/Lawful Order, Resist/Interfere with Arrest and Trespass Public Agency During Hours by DFC Carl Ball. First-Degree Assault: On June 23, 2019, Deputy Dianne Hersh responded to the 37300 block of Asher Road in Mechanicsville for the report of an assault with a knife. The victim advised that there had been an argument all day with Robert Allen Helmondollar Jr., 29 of Mechanicsville. Helmondollar went to the kitchen, grabbed a knife and chased the victim in the apartment. Helmondollar also swung the knife at the victim hear the neck but did not make contact. Helmondollar also attempted to burn the victim’s bank cards using the stove. Helmondollar was arrested, transported to the St. Mary’s County Detention and Rehabilitation Center and charged with First-Degree Assault. Case # 36084-19

Indecent Exposure: On June 23, 2019, Cpl. Alvin Beishline responded to the California Walmart store for the report of indecent exposure where several victims advised that Jonathan Alexan Zelaya Beltran, 22 of Montgomery Village, had exposed himself multiple times. Zelaya Beltran was located by Maryland State Police and he was arrested, transported to the St. Mary’s County Detention and Rehabilitation Center and charged with six counts of indecent exposure by DFC Beishline. Trespassing: On June 24, 2019, Cpl. Dale Reppel responded to Canopy Liquors in Lexington Park for the report of trespassing. Video footage showed Shuree Sinese Weems, 28 of Lusby, near the business asking customers for money. Weems was charged with Trespass: Private Property. Case # 36359-19

Violation of Protective Order: On June 25, 2019, Deputy Joseph Bowling responded to the 47400 block of Southampton Drive in Lexington Park for the report of Violation of Protective Order. Burglary: On June 25, 2019, Deputy Latisha Baker responded to the area of Columbus Drive/Creeping Primrose Lane in Lexington Park for the report of a suspicious person. The victims advised that Jhaqueline Amarilis Hernandez-Ordones, 19 of Lexington Park, had entered a home and was found standing in a bedroom holding a pooper scooper. The victims tried to question Hernandez-Ordones, but she did not speak English. Hernandez-Ordones was arrested, transported to the St. Mary’s County Detention and Rehabilitation Center and charged with Fourth-Degree Burglary to a Dwelling. Case # 36516-19

Rogue and Vagabond: On June 22, 2019, Deputy Jonathan Fenwick responded to the 22900 block of Esperanza Drive in Lexington Park for the report of a burglary to a motor vehicle. Upon investigation, it was determined that Travis Dimitri Smoot, 34 of no fixed address, had entered 14 vehicles at 10 different residences in the neighborhood and stole items out of four of those vehicles. Smoot admitted to every incident and advised he went into the neighborhood on a bicycle, taking loose change from some of the vehicles that he entered. He said he committed the crimes due to not having any money and needing some cash. Smoot was charged with 14 counts of Rogue and Vagabond and four counts of Theft: Under $100. Case # 35889-19

Contraband: On June 26, 2019, DFC Carl Ball responded to the St. Mary’s County Detention and Rehabilitation Center for the report of contraband. A search of Turez Lydell Creek, 30 of Lexington Park, found him to be carrying a small baggie of tobacco and rolling paper in the sole of his shoe. Creek was charged with Possession of Contraband in Place of Confinement. Case # 36731-19

Assault: On June 27, 2019, Cpl. Rozier Steinbach responded to the 23800 block of McIntosh Road in Hollywood for the report of a disturbance. The victim advised that Barbara Marie Adams, 35 of Hollywood, scratched and struck the victim leaving visible injuries to the victim. Adams was arrested, transported to the St. Mary's County Detention and Rehabilitation Center and charged with Second-Degree Assault. Case # 37115-19

Trespassing: On June 23, 2019, Deputy Kyler Kilgore responded to the 21600 block of Great Mills Road to assist in an eviction. Noble Blyden Conrad Jr., 38 of no fixed address, was ordered several times to vacate the premises but refused to do so. Conrad was advised if he refused to vacate the property he would be arrested for trespassing. Conrad raised his hands and advised Deputy Kilgore to “Take me to jail.” Conrad was arrested, transported to the St. Mary’s County Detention and Rehabilitation Center and charged with Trespassing on Private Property. Motor Vehicle Accident and Arrest in Lexington Park

On June 30, 2019, at approximately 9:18 p.m. deputies from the St. Mary’s County Sheriff’s Office responded to the 22900 block of Town Creek Drive in Lexington Park, for the reported motor vehicle accident. Investigation determined a Ford truck being operated by Zachary Allan Kiger, age 30 with no fixed address, had been involved in a single vehicle accident, causing damage to property.  A witness advised the operator exited the vehicle, made suicidal statements and indicated he was in possession of a firearm. A perimeter was immediately established by officers on scene and nearby residents were contacted via “CodeRED” and advised of the situation. “CodeRED” is an emergency notification system that delivers a recorded message to affected areas.

Kiger was located in the area shortly after the incident and taken into custody. Located in Kiger’s pocket was a CDS smoking device containing suspected cocaine residue. Kiger was also found to be under the influence of alcohol. Located in the bed of the truck Kiger was operating was a black powder revolver. Kiger was transported to MedStar St. Mary’s Hospital for treatment and once released he was transported to the St. Mary’s County Detention and Rehabilitation Center and charged with the following:

Driving Vehicle While Under the Influence of Alcohol
Driving Vehicle While Under the Influence of Alcohol Per Se
Driving Vehicle While Impaired by Alcohol

Kiger is currently incarcerated at the detention center on a no bond status.

Traffic Tip Tuesdays: Riding in the Back of Trucks

There was a time in the not-too-distant past, when it was common to see children riding in the back of pickup trucks, especially in neighborhoods. Just as a reminder, that is against state law.

Sec. 21-1121.

An individual may not drive a Class E truck vehicle on a highway in the state while a passenger under the age of 16 years is riding in an unenclosed bed of the vehicle.

Exceptions:

-A vehicle traveling at a speed of not more than 25 miles per hour

-The transportation of an employee to or from a work site by the employer of the employee

-An individual in a vehicle engaged in farming operations

The fine for driving a vehicle on a highway with a passenger under the age of 16 in the unenclosed bed of a vehicle is $70 and one point assessed on a driver’s license or $110 and three points assessed on a license if contributing to an accident.

The St. Mary’s County Sheriff’s Office is seeking the whereabouts of Iyonna Kashae Baker, age 18 of Leonardtown.  Baker was on pretrial release for the charge of robbery, and on March 9, 2019, she removed her GPS ankle monitor. Baker is 5’3” in height, and weighs 160 pounds; she has red hair and brown eyes. Baker is currently wanted for the charge of Escape Second Degree/Condition of Release.  Baker also frequents the Washington, D.C. area.

Neglect of Minor/Drug Arrest-  On June 28, 2019, Dep. Wynnyk responded to the 17800 block of Second Street in Tall Timbers, for the report of two overdoses.  Contact was made with Katie Lynn Biscoe, age 27 of Tall Timbers. Biscoe was unable to advise on anyone inside the residence, and was stumbling and slurring her words. A second individual was located inside the residence who required medical attention.  Recovered from inside the residence were used hypodermic needles and capsules containing suspected Oxycodone.  Three minor children were inside the residence during the incident.  Biscoe was ultimately placed under arrest and charged with three counts of Child Neglect. Biscoe was found to have two additional capsules of suspected Oxycodone hidden on her person at the time of her arrest. Biscoe was also charged with CDS: Possession- Not Marijuana.  CASE# 37191-19

Assault-Disorderly Conduct-  On June 28, 2019, Cpl. Corcoran responded to the 22100 block of Three Notch Road in Lexington Park, for the reported large crowd creating a disturbance.  While dispersing the crowd, Jaguita Sade Carroll, age 32 of Dameron, pushed Cpl. Assault-  On June 28, 2019, Dep. Baker responded to the 18500 block of Windmill Point Road in Drayden for the reported assault.  Investigation determined Corey Scott Biscoe, age 24 of Drayden, assaulted the victim by striking the victim in the face, and obtaining a knife and walking towards the victim in a threatening manner.  Biscoe was arrested and charged with Assault 1st and 2nd Degree.  CASE# 37283-19

The St. Mary's County Sheriff's Office is hosting a free Community Child Safety Seat Check on Thursday, July 18, 2019 at the Lexington Park Volunteer Rescue Squad at 21685 FDR Boulevard in Lexington Park.

Sheriff's deputies and National Certified Child Safety Seat techs will install child seats at the event. Participants are asked to bring the vehicle the child safety seat is to be installed in, along with the child safety seat manual. Child safety seats will not be provided. The installation is free.

Motor Vehicle Collision in Avenue Under Investigation

On July 3, 2019, at approximately 8:54 p.m. deputies from the St. Mary’s County Sheriff’s Office responded to the 21400 block of Abell Road in Avenue, for the reported motor vehicle collision with entrapment. The operator of the vehicle, later identified as Daniel Edward Haynie, age 25 of Abell, was extricated from the vehicle and flown to an area trauma center with incapacitating injuries. The St. Mary’s County Sheriff’s Office Collision Reconstruction Unit responded to the scene and continued the investigation.

Preliminary investigation determined Haynie was operating a 1998 Chevrolet Camaro on Abell Road, when the vehicle left the roadway, and struck a pole. At this time speed appears to be a contributing factor in the collision.  Anyone who witnessed the collision or events leading to the collision is asked to contact Corporal Dale Reppel at (301) 475-4200 extension *8095, or by email at Dale.Reppel@stmarysmd.com.

Bicycle Helmets Required for Children

Maryland law requires all bicyclists under the age of 16 to wear a bicycle safety helmet when riding on public property. This includes roadways, trails and sidewalks. A bicycle helmet reduces the risk of serious head injury by 85 percent. All bicycle riders are encouraged to wear helmets whenever they ride. Maryland law requires riders under the age of 16 years to wear approved helmets when riding.

Sec. 21-1207.1.

At all times while a bicycle is being operated on any highway, bicycle way, or other property open to the public or used by the public for pedestrian or vehicular traffic; and

To a person under the age of 16 who is riding on a bicycle, including a person under the age of 16 who is a passenger on a bicycle:

1. In a restraining seat attached to the bicycle; or

2. In a trailer being towed by the bicycle.

Helmets – A person to whom this section applies may not operate or ride as a passenger on a bicycle unless the person is wearing a helmet that meets or exceeds the standards of the American National Standards Institute, the Snell Memorial Foundation, or the American Society for Testing and Materials for protective headgear for use in bicycling.

Furthermore, wearing earplugs or headsets covering both ears while riding a bicycle is also prohibited. Exceptions are for hearing aids and while riding a bicycle on a pathway expressly authorized for the use of persons operating bicycles.

The fine for wearing earplugs or headsets covering both ears on a bicycle is $60.

Jeff McLane, St. Mary's County Sheriff's Office Armorer, was congratulated on Tuesday by the Commissioners of St. Mary's County for 41 years of public service with the Sheriff's Office. McLane, who served as a sworn law-enforcement officer for 27 1/2 years, was joined by his family and his Sheriff's Office family for the proclamation. And McLane isn't done with the Sheriff's Office just yet; he said he still has some more public service with the Sheriff's Office ahead of him.

Resist/Interfere with Arrest-  On June 26, 2019, Cpl. T. Snyder observed Keith Antoine Mackall, age 26, with no fixed address, in the 21800 block of N. Shangri La Drive in Lexington Park. Mackall was consuming an alcoholic beverage in public, and discarded the beverage on the ground when confronted by Cpl. Snyder.  Mackall refused to accept a criminal citation for the alcohol and littering offense.  Mackall began to create a disturbance in front of area businesses, and when taken into custody Mackall resisted arrest.  Mackall was charged with Resist/Interfere with Arrest, Intoxicated Public Disturbance, Littering, Possess Open Alcohol Container in Public, and Consume Alcoholic Beverage in Public.  CASE# 36757-19

Henry responded to the 48000 block of Windward Circle in Lexington Park, for the reported burglary.  Investigation determined Tameca Lashawn Barnes, age 30 of Lexington Park, entered the victim's garage, car, and residence and poured paint on several items in the garage as well as the victim's vehicle. Shooting Investigation

On July 10, 2019, at approximately 2:20 a.m. deputies from the St. Mary’s County Sheriff’s Office responded to the Urgent Care located in Solomons for a reported shooting.  Preliminary investigation determined a male victim age 18, was traveling in a vehicle in the area of Route 4 and Lou’s Way in California, when an unknown vehicle pulled alongside the victim and began shooting. The victim was shot and sustained life-threatening injuries.  The victim was flown to an area trauma center and is in stable condition.

Two Roads Still Closed from Flood Damage

Spruce Drive in Town Creek 

Sections of two local roads in St. Mary's County are still closed this week as a result of widespread flooding on Monday. More than 4 inches of rain fell in parts of St. Mary's in the span of two hours Monday morning. 

Spruce Drive in the Town Creek neighborhood in Lexington Park is closed, but is expected to be reopened by the end of this week, according to the St. Mary's County Department of Public Works and Transportation.

Cox Drive in the Country Lakes neighborhood in Mechanicsville is closed and is expected to remain so for another two weeks, according to the DPW&T.
