On April 8, 2017, at approximately 5:18 p.m., victim Lori Milligan, age 56, drove to the Bay District Volunteer Fire Department on South Shangri-La Drive suffering from a gunshot wound to her chest. The victim was flown to Prince George’s Hospital Center for treatment.

Laws regarding off-road vehicles being operated on roadways and private property; St. Mary’s County Sheriff’s Office to begin issuing citations

The change of weather has caused an increase of illegally operated off-road vehicles, all-terrain vehicles, and similar vehicles being operated throughout St. Mary’s County on roadways, private property, and in residential areas. These vehicles pose a considerable safety threat to riders and residents, whether on the public or private property.

The St. Mary’s County Sheriff’s Office has investigated over 545 complaints since 2015 and responded to nearly 300 traffic calls for service involving off-road vehicles. The Sheriff’s Office will begin issuing citations to offenders and increase parent responsibility for juvenile riders. The Sheriff’s Office wants to ensure citizens are familiar with the laws regarding requirements for off-road vehicles being operated on roadways and private property not owned by the rider.

The Sheriff’s Office is working in concert with the State’s Attorney Richard Fritz on this initiative.

The difference between motor vehicles and off-highway recreational vehicles, as defined by Maryland Vehicle Law:

Maryland vehicle law defines motor vehicles as vehicles that are self-propelled or propelled by electric power obtained from overhead electrical wires and are not operated on rails. Under this definition, off-highway recreational vehicles (three wheeler, pocket bike, golf cart, four-wheeler, utility vehicle/side by side) are not considered motor vehicles.

For purposes of Maryland Vehicle Law only, off-highway recreational vehicles means a motor vehicle that is

1. motor-assisted or motor-driven

(i) is designed to carry only the operator of the vehicle on a seat or saddle designed to be to be straddled by the operator or is designed to carry only the operator of the vehicle and one passenger;

(ii) Is commonly known as an all-terrain vehicle, three wheeler, pocket bike, golf cart, four-wheeler, utility vehicle, also knows as a side by side.

2. A motorcycle that is designed for off-highway operation and is not eligible for registration as a Class D (motorcycle) vehicle under this article, commonly knows as a dirtbike;

3. Snowmobile

The following is information regarding where off-road vehicles can and can not be driven:

Any vehicle that is not registered in the state of Maryland may not be driven on Maryland highways. Maryland vehicle law defines highways as the entire width between the boundary line of any way or thoroughfare of which any part is used by the public for vehicular travel, whether or not the way or thoroughfare has been dedicated to the public and accepted by any proper authority. This means off-road vehicles are for use on PRIVATE PROPERTY only, with the permission of the owner/agent. According to Maryland Vehicle Law, they cannot be operated on public sidewalks, public roads, streets or highways.

In addition to any other traffic violations observed, the following are a list of Maryland Transportation Article Charges that one could face if observed operating an off-road vehicle contrarily to the law.

13 402 by – Driving unregistered motor vehicle - $290/0 points

16 101 a – (Driving, Attempting to Drive) motor vehicle on highway without required license and authorization – *Must Appear/5 Points

16 101 b – Operating a (moped, motor scooter) on the highway without required license or permit – *Must Appear/5 Points. Although, “motor assisted” and “motor driven,” a moped and motor scooter can be operated on the highway if the operator has a valid license or a moped permit obtained through the MVA.

Knowingly permitting (child, ward) under 15 to drive motor vehicle on Highway – $290/5 points

17 107 – Driving Uninsured Vehicle – *Must Appear/5 points

An individual operating an off-road vehicle will run the risk of having their ATV towed and stored by the St. Mary’s County Sheriff’s Office.

*A person issued a MUST APPEAR CITATION will receive a court date in the mail and must see the judge; there is no pre-set fine.

4-17-2017 – Possession – The Emergency Communications Center received a call for a motor vehicle operating in a reckless manner heading northbound on Point Lookout Road in the area of Lattimore Road in Leonardtown. Corporal B. Foor located the vehicle and observed the vehicle traveling in and out of its lane. Corporal Foor stopped the vehicle and discovered the operator, Thomas Erik Pinekenstein, age 38, of Great Mills, showed signs of impairment. During the stop, suspected Vyvanse capsules were discovered for which Pinekenstein did not have a prescription. He was arrested and transported to the St. Mary’s County Detention Center where he was charged with CDS Possession – Not Marijuana. CASE# 20677-17

4-13-2017 – Trespass: Private Property – Deputy J. Bare responded to Pat’s Seafood in Lexington Park for an individual who was trespassing. The investigation revealed, the suspect James Ernest Wright, age 52, of Lexington Park, entered the restaurant and began yelling. There was an active notice not to tresspass issued by Deputy S. The investigation revealed, Lesvia Lorena Carrillo-Morales, age 32, of Lexington Park, stole items from the store. 4-17-2017 – Assault – Sergeant J. Yingling responded to the St. Mary’s County Detention Center for a reported fight between inmates. The investigation revealed inmates, Joshua Michael Goodard, age 24, of Centerville, Maryland and Wyatt Naquan Zimmerman, age 23, of Lexington Park, were involved in a verbal argument that turned physical inside a cell. St. Mary's County Sheriff's Office Stands with the 12th Aviation Battalion

Though the St. Mary’s County Sheriff’s Office was one of the first responders on Monday, when the UH-60 Black Hawk crashed, we have remained silent. We have chosen to do so out of respect for the investigation, the United States Army and the friends and family of the victim and the other crew members.

This was not our story to tell.

Tuesday evening, the U.S. Army Military District of Washington released the names of those involved in the incident. At this time, we feel it is appropriate to send our deepest condolences to everyone who has been affected by the terrible tragedy which took place on April 17, when a UH-60 Black Hawk crashed during a routine training flight.

We send our deepest prayers to the family, friends and fellow soldiers of Spc. Jeremy Darrell Tomlin, of the 12^th Aviation Battalion, who died during the aircraft crash. We are also keeping Chief Warrant Officer Christopher Nicholas, a pilot, and Capt. Terikazu Onoda, Charlie Company commander, in our prayers as well.

We wish to publicly recognize the acts of kindness and selflessness exhibited in the wake of the crash.

We praise our community members who reacted quickly and administered lifesaving efforts as soon as the crash occurred. These individuals selflessly ran to assist before police and Emergency Service Units arrived on scene. We are thinking of the community’s Fire and Rescue Personnel, in addition to our deputies – especially Corporal Kirkner – who arrived and helped to extricate the crew members from the crash. And to our deputies and detectives who worked tirelessly through the night to preserve and protect the scene.

The Sheriff’s Office thanks, those individuals who brought commodities to those at the scene, the Breton Bay Golf Course for their assistance and hospitality and Eddie Bailey for providing food and drink throughout the evening.

Finally, the entire Breton Bay Community has gone above and beyond to show their support and offer condolences to the 12^th Aviation Battalion and the United States Army by hanging American flags on the poles leading to the crash site.

St. Mary’s County Sheriff’s Office to Conduct Saturation Patrols

The St. Mary’s County Sheriff’s Office, partnering with the Maryland State Police and Calvert County Sheriff’s Office, will conduct enhanced impaired driving initiatives surrounding the Tiki Bar opening, extending from Friday, April 21, 2017, through Sunday, April 23, 2017.

The efforts include saturation patrols throughout the weekend. Officers will evaluate drivers for signs of alcohol or drug impairment, in addition to other traffic infractions. Appropriate actions will be taken against drivers operating a motor vehicle while impaired.

Citizens who observe individuals who appear to be driving under the influence are urged to call 301-475-8008.

Designated Driver Program

Citizens planning on attending the Tiki Bar opening should designate a sober driver.

Bob Hall, LLC and Anheuser-Busch, working together with the Calvert County Sheriff’s Office, Maryland State Police, the Calvert Alliance Against Substance Abuse and the Calvert and St. Mary’s Counties Community Traffic Safety Programs are sponsoring a Designated Driver program to be held during the annual opening of the Tiki Bar. The program will run Friday, April 21 and Saturday, April 22 from noon to 10:00 p.m.

Driver Identified and Issued Citations in Motor Vehicle Collision Involving Unoccupied Police Vehicle

Update: On April 23, 2017, the driver of the vehicle returned to where the collision occurred and was identified as Daisey Katherine Kantz, age 19, of Lexington Park. Sgt. Merritt made contact with the driver at her house and issued multiple traffic citations including failure to drive vehicle on right half of roadway when required.

On April 23, 2017, at approximately 12:30 a.m., St. Mary’s County Sheriff’s Office deputies responded to the 43000 block of Drum Cliff Road in Hollywood for a motor vehicle collision. The preliminary investigation reveals an unknown suspect was traveling on Drum Cliff Road in Hollywood when for unknown reasons the operator failed to negotiate a turn, departed the roadway, and entered a front yard striking an unoccupied police vehicle causing significant damage to the rear bumper and quarter panel.

It is believed the striking vehicle fled towards Jones Wharf Road and is described as a white 2000-2001 Toyota Camry.

Suspect Charged with Multiple Sexual Offenses Involving a Juvenile Female

The St. Mary’s County Sheriff’s Office received information about a possible sexual offense involving a juvenile female. The investigation revealed on April 16, 2017, a 14-year-old victim was solicited for a sex act by an unknown male. The victim admitted she and the male engaged in a sexual act inside his vehicle while in the area of Great Mills, Maryland.

Several investigatory tools were utilized during the course of the investigation identifying Joseph Aloysious Maddox, age 51, of Mechanicsville, Maryland as the male in question.

Detectives from the Criminal Investigation Division (CID) obtained an arrest warrant for Maddox charging him with the following criminal violations:

Sexual Solicitation of a Minor

Sex Offense Third Degree

Child Porn Solicit Subject

Assault Second Degree

Maddox was located and placed under arrest. He was transported to the St. Mary’s County Detention Center to await a bond review before the District Court Commissioner.

Burglary – Unknown suspect(s) entered an unlocked office at Holy Angels Church in Coltons Point and pried open a safe. The safe was empty and nothing was stolen. Corporal Handy is investigating the case. CASE# 22082-17

Breaking and Entering to Motor Vehicles – Unknown suspect(s) entered multiple motor vehicles and stole property in the 22000 block of FDR Boulevard in Lexington Park. Deputy Davis is investigating the case. CASE# 22081-17, 22098-17, 22036-17, and 22030-17

Burglary – Unknown suspect(s) entered a residence and stole property in the 23000 block of Mervell Dead Road in Hollywood. Deputy Robinson is investigating the case. CASE# 22072-17

The St. Mary’s County Sheriff's Office recently held its annual Awards Banquet, honoring outstanding service and notable contributions of correctional officers, civilians, and citizens. The Awards Banquet was held April 14, 2017, at the Bay District Fire Department.

In addition to commendations for length of service, marksman, meritorious service, and safe driving, the following awards were distributed:

Rookies of the Year - Correctional Officer Rainer Hersh and Deputy Carl Ball

Civilian of the Year - William Bates

Correctional Office of the Year - CFC. Michael Labanowski, Jr.

Toon, Maurice Owen

04/19/17– Theft Less $1000 – Deputies were effectuating an eviction in the 45000 block of Foxchase Dr, in Lexington Park, MD, when a 12 gauge shotgun was located inside the residence. A serial number check was conducted and found the shotgun to be listed as stolen from Arkansas. The shotgun was determined to be in the possession of the defendant, Maurice Owen Toon, 60 years of age, of Lexington Park, MD. Toon was arrested by Deputy D. Smith and transported to the St. Mary’s County Detention Center where he was charged with Theft Less $1000 – CCN# 20990-17

Williams, Christopher Allen

04/19/17– Burglary 1^st Degree and Assault 2^nd Degree - Deputies responded to the St. Mary’s County Sheriff’s Office for the report of an alleged Assault. Upon arrival, Deputy J. Davis met with the victim who advised the suspect identified as Christopher Allen Williams, 27 of Mechanicsville, MD, unlawfully entered a residence located in the 27000 block of Glenn Ct., Mechanicsville, MD. Upon entry, the suspect and victim became engaged in a verbal altercation over a personal item of the victim’s. The altercation escalated when Williams attempted to take possession of the item and a physical struggle ensued. The investigation revealed, Williams was not welcomed at the residence and assaulted the victim. Deputy J. Davis arrested Williams and transported him to the St. Mary’s County Detention Center, where he was charged with Burglary 1^st Degree and Assault 2^nd Degree – CCN #21034-17

Quade, Richard Casey

04/05/17 – CDS Possession – Not Marijuana – Cpl. J. Stone responded to a motor vehicle accident in the area of Three Notch Rd., and St. Andrews Church Rd., California, MD. The investigation revealed the suspect Richard Casey Quade, 28 of Hollywood, MD, was operating his motor vehicle when he struck another vehicle in transport. The investigation also indicated that suspect Quade was operating his motor vehicle while under the influence of a controlled dangerous substance. Cpl. J. Stone located numerous pills identified as oxycodone, hidden within the vehicle Quade was operating. Cpl. J. Stone arrested and transported Quade to the St. Mary’s County Detention Center where he was charged with CDS Possession – Not Marijuana. CCN #18617-17

Roberts, Adam Silcott

04/20/17 - Assault 1^st Degree and Assault 2^nd Degree. Deputies responded to the 48000 block of Park Pines Rd., Lexington Park, MD, for a reported disturbance. Upon arrival, Sgt. K. Moritz met with the victim who advised, suspect Adam Silcott Roberts, 24 of Lexington Park, MD, and the victim share an apartment. There was an ongoing dispute due to the victim wanting Roberts out of the apartment. The suspect arrived at the apartment that afternoon and began to throw the victim’s personal belongings out the back door of the apartment. The victim indicated a verbal altercation ensued and to avoid the altercation turning physical, the victim turned to walk away when the suspect struck the victim in the back of the head. The suspect then allegedly displayed a knife, holding it to the victim’s neck and threatened to kill the victim. The victim and witness were able to flee the apartment and call 911. Sgt. K. Moritz observed injury to the victim consistent with the chain of events described by the victim and the witness. The suspect Roberts was arrested and transported to the St. Mary’s County Detention Center where he was charged with Assault 1^st and 2^nd Degree. CCN# 21179-17

04/19/17 - Jake Travis Marble, 31 of Lexington Park, MD, was charged on a Circuit Court Warrant for 1^st Degree Burglary. Arrested by Corporal G. Knott.

04/20/17 - Carlonte Antoine Knott, 25 of Hollywood, MD, was arrested on several outstanding District Court Arrest Warrants; two counts of Theft less $100 and one count of Robbery. Arrested by Cpl. T. White

04/19/17 - Amber Nicole Queen, 22 of Bushwood, MD, was charged on a Criminal Summons for Credit Card Fraud and Theft Less $1000. Charged by Deputy First Class B. Steinbach and summons served by Cpl. D. Snyder.

04/20/17 - Donald Calvin Oliver Jr., 37 of Mechanicsville, MD, was charged on a Criminal Summons for Assault 2^nd Degree. Served by Deputy M. McCuen

Kelson, Nicholas (nmn)

04/20/17 - Alter Drug/Alcohol Test - Deputy J. Davis responded to the St. Mary’s County Detention Center in Leonardtown, MD, for the report of an inmate who allegedly altered a urinalysis test. The iInvestigation revealed the suspect Nicholas (nmn) Kelson, 22 of Lusby, MD, was observed via video surveillance altering a drug screening test. Kelson was arrested and charged with Altering a Drug/Alcohol Test and released back to the custody of the St. Mary’s County Detention Center. CCN# 21229-17

Grant, Zachary Joseph

04/24/17 - Burglary 2^nd Degree and Theft less than $100 - Deputies responded to Pawtuxent Bread and Biscuit located in Hollywood, MD for a reported theft. The investigation revealed while employees were tending to animals at the rear of the business, the suspect later identified as Zachary Joseph Grant, 25 of Chaptico, MD, entered the front of the business and stole U.S. currency from the cash register. Detective Cpl. D. Alexander assisted Deputies in the investigation and was able to positively identify the suspect through the businesses video surveillance system. The suspect was then located, arrested, and transported to the St. Mary’s County Detention Center where he was charged with 2^nd Degree Burglary and Theft less $100. CCN# 20807-17

Grice, Shirley Ann

04/21/17– Assault 2^nd Degree - Deputy G. Bare responded to a residence on the 21000 block of Ronald Dr., Lexington Park, MD, for a reported domestic assault. Deputies met with the victim who advised there was a verbal altercation with the suspect, who was identified as Shirley Ann Grice, 45 of Lexington Park, MD. The victim advised the suspect was on the victim’s cell phone and cursing at the victim’s mother. When the victim took the cell phone away from the suspect, the suspect bit the victim on the right arm. Deputy G. Bare observed the victim’s injuries to be consistent with the account of the incident. The suspect was arrested and transported to the St. Mary’s County Detention Center where she was charged with Assault 2^nd Degree. CCN# 21352-17

Garner, John Robert

04/22/17 - 1^st Degree Escape - Cpl. B. Foor responded to the St. Mary’s County Detention Center in Leonardtown, MD, for the report of an attempted escape by suspect inmate John Robert Garner, 35 of Mechanicsville, MD. The investigation revealed that Garner concealed himself inside of a food tray cart that was removed from his housing unit at the conclusion of lunch. The suspect remained concealed inside of the cart when he was subsequently discovered by Correctional Officer Hersh. The suspect was arrested and charged with 1^st Degree Escape. CCN# 21565-17

04/22/17– Theft Less $100. On 02/26/17 Cpl. B. Foor responded to the Designer Shoe Warehouse in California, MD, for the report of a theft. The investigation revealed two suspects entered the business and acquired a pair of shoes. The suspects placed the shoes into the baby stroller they had with them and exited the store failing to pay for the merchandise. The suspects were subsequently identified as Hayley Ann Christensen, 20 of Great Mills, MD, and Triston Dennis Sweat, 20 of Great Mills, MD. Both suspects were charged on Criminal Citations for Theft less $100. CCN# 10928-17

Mcafee, Yelena Marie

04/24/17– Violation of Protective Order. Deputies responded to Iverson Drive, Lexington Park, MD, for an alleged harassment. Deputies met with the victim who advised the suspect had called the victims cell phone while an active Protective Order was in place. While Deputies were on scene, the suspect identified as Yelena Marie Mcafee, 19 of Lexington Park, MD, called the victim’s phone again several times. The investigation revealed the suspect was in violation of an Active Protective Order which protected the victim from the suspect having any form of contact with the victim. Deputy P. Henry located and arrested the suspect. The suspect was transported to the St. Mary’s County Detention Center where she was charged with Violation of Protective Order. CCN# 21961-17

04-03-17 - A 15-year-old male juvenile of Hollywood, MD, was arrested and charged with Disruption of School Activities and a 15-year-old female juvenile of Leonardtown, MD, was arrested for Disruption of School Activities and Assault 2^nd Degree while at Leonardtown High School. 04-03-17 - A 15-year-old male juvenile of Hollywood, MD and a 15-year-old male juvenile of Leonardtown MD, were arrested and charged with Disruption of School Activities and Affray, while at Leonardtown High School.
