Several local agencies coordinate active shooter response

Almost daily, news teams cover a threat of an active school shooter, and sometimes those threats become a reality. St. Mary’s County is not immune from this danger. Recognizing that, local agencies collaborated to make preparing for an active shooter or other catastrophic tragedy a priority.
On Thursday, March 30, several agencies gathered for table top exercises and a methodical discussion about what to do to prepare for an active shooter at a St. Mary’s County Public School. The day was led by the Emergency Services and Technology Emergency Management Coordinator, Gerald Gardiner.
“We put together a scenario to discuss what everyone should be doing if the event took place,” said Gardiner. “The purpose of the exercise was to take a critical look at our response plans and procedures and to determine where we need to improve.”
The exercise which included Sheriff Tim Cameron and members of the St. Mary’s County Sheriff’s Office; Superintendent Scott Smith; multiple principals, educators, and counselors with the St. Mary’s County Public Schools; Maryland State Police; representatives from the FBI; and representatives from state emergency management organizations.
“Unfortunately, a tragedy like this could occur here in St. Mary’s County,” said Sheriff Cameron. “In the event, this happens, training together will mean we will work better together. It’s no different from our Emergency Services Team or our K-9 Unit that trains together regularly. We are doing the same thing here, establishing good working relationships to understand each agency’s role and how those roles will all fit together.”
The exercise divided the groups into sections that focused on communication to parents, the media, and residents during the event; the law enforcement response; and reunification. During an active event, the reunification center is where parents can reunite with their children. St. Mary’s County Public Schools Superintendent Scott Smith established a reunification committee that offered a unique perspective on the training.
"The Reunification Committee is tasked with reviewing best practice and proposing a plan for reuniting students with their parent(s)/guardian(s) following the event of a school tragedy. The opportunity to collaborate with local, state, and federal experts on responding to crisis situations was highly beneficial in the drafting of a cohesive reunification plan. We are fortunate to live in a community where all stakeholders are committed to the well-being of our students, parents, and staff. " said Amanda Knobel, St. Mary’s County Public Schools counselor.
After each table had explained its response in this situation, the moderator gave discussion time for different organizations to make recommendations and pose questions to the other tables.
The exercise is an extension of an active shooter drill that took place at Great Mills High School last year that was evaluated by multiple experienced individuals who are subject matter experts in the event of an active shooter. They graded agencies on their responses to the media, the law enforcement response, and reunification efforts.  The constructive criticism was then used at the tabletop exercise held recently to improve efforts. The scenario presented to the participants was that of a disgruntled parent who came to a local high school, Great Mills, and opened fire, injuring and killing multiple students and teachers before killing himself.
The event concluded with a mock press conference led by the sheriff’s office Public Information Officer, Jennifer Stone, and Sheriff Cameron with additional speakers including Bob Kelly, Director of Emergency Management and Technology; Lt. Tom White, Commander of the Maryland State Police; Superintendent Scott Smith; and the Southern Maryland Field Representative for the FBI.
“Drills and exercises are essential for all our community partners; the lessons learned and partnerships that are strengthened as a result of the time spent training to make us better prepared to respond to events that may affect St. Mary's County.” Bob Kelly, Emergency Services, and Technology Director. “We still have progress to make, but we [St. Mary’s County] are in  a good place.

In April of 2017, Heinonen was convicted by a jury of Assault First Degree and Use of a Firearm in Commission of a Felony. On Monday, May 1, 2017, Heinonen failed to appear for a scheduled sentencing hearing before Judge Karen Abrams in the Circuit Court of St. Mary’s County. St. Mary’s County Sheriff’s Office informs potential recruits

On April 26, Correctional Officer First Class Ben Luffey, Deputy Shawn Bowie, and Mark Clark, background investigator, spoke with multiple classes throughout the day at the JROTC program at Great Mills High School.

Coincidentally, both Luffey and Bowie are graduates of the school.

Luffey said, “My job is the best job in the world.”

He discussed with students the benefits of being a correctional officer such as the pay and being able to make a difference in the community. He then showed a video depicting the life of a sheriff’s office recruit in correctional officer training at the Southern Maryland Criminal Justice Academy.

The academy hosts a 29-week program that provides the necessary basic entrance level training for deputy and correctional officer recruits, annual in-service training for those serving, and specialized training for the law enforcement and correctional professionals in the Southern Maryland area.

After the video, Bowie, a Marine veteran, spoke to the class about how he transitioned from the military to become a police officer.

“A lot of my job is helping people and serving the community,” Bowie said. “The military was a good transition to becoming a police officer.”

When asked why he left the military, he said that he was ready to start a family. He also gave the students some very important advice.

“Law enforcement is not a career you pursue for fun,” Bowie said. “You really have to want it and be dedicated.”

Both speakers offered information on the Sheriff’s Office Cadet Program. Sheriff’s cadets are college students working part-time for the St. Mary’s County Sheriff’s Office. They perform duties related to police and corrections work, but these duties do not require police or correctional officer authority. Sheriff’s cadets experience on-the-job training to learn to enforce laws related to the protection of life and property, traffic control, crime prevention and station clerk duties.

The speakers said that the Cadet Program could be a gateway into all types of opportunities: forensic investigator, correctional officer, or sheriff’s deputy. The sheriff’s office provides a salary starting at $12.81 while cadets are in the program.

Clark, the last speaker, is a sheriff’s office background investigator for the personnel recruitment section. He gave students the tools to research employment with the sheriff’s office and addressed questions related to the background check and polygraph test.

He said for the corrections and the cadet program, candidates must be at least 17 years and nine months old to apply before they can officially be hired at 18, and the starting salary for a correctional officer is $42,515 with benefits. For a law enforcement career, the candidate has to be at least 20 years and has an annual salary of $46,466. There is a possibility for a $1500 bonus in both the corrections and law enforcement careers.

Clark said, “Integrity is everything when you’re a representative of the law, and not everyone can be a correctional officer or deputy; it comes with responsibility.”

The St. Mary’s County Sheriff’s Office thanks the students for their active participation, and 1st Sgt. Ham and Captain David J. Randle, U.S. Navy (Ret.) for extending an invitation to speak to the students about a career in law enforcement and making right decisions on the path of life.

St. Mary’s County Detention Center Earns 100 Percent Compliance Rating

On Thursday, May 4, Assistant Sheriff Major Michael Merican along with Captain Deborah L. Diedrich, Acting Division Commander, Captain Denise E. Mohun-Hintze, Operations, and Mary Ann Thompson, Support Services Administrator, presented the plaque for 100 percent State Standards Compliance to staff at the St. Mary’s County Detention Center.

During the presentation, Merican, previously the warden of the jail, expressed his gratitude to the staff.

“This is presented to you…you have earned this,” Merican said. “Here’s your report card, the gold ring you reach for, and I thank you for your dedication and commitment.”

Not only was today about a celebration of earning a 100 percent compliance, but it was also about appreciating the hard work performed by everyone at the St. Mary’s County Detention Center, both civilians, and correctional officers, every day. May 7 through May 13 is National Correctional Officers Appreciation Week, and the leaders of the jail organized an appreciation luncheon for the staff to show their gratitude.

“One of the greatest challenges correctional officers face is the problems and stress they encounter on a daily basis,” said Diedrich, Interim Warden. “Working in the detention center is demanding, and correctional officers are in a heightened state of vigilance all the time. Their work is important, and I am so proud of them for exceeding the Maryland Commission on Correctional Standards (MCCS) while simultaneously protecting the public.”

From Tuesday, August 23, 2016, to Thursday, August 25, 2016, the St. Mary’s County Detention Center was audited by the Maryland Commission on Correctional Standards. At the conclusion of the audit, the MCCS audit results were a recommendation for 100 percent compliance.

Receiving a 100 percent compliance with the standards confirms the St. Mary’s County Detention Center has not only met the standards but exceeded the expectation to foster public safety, staff welfare, and inmate well-being.

On Thursday, January 26, 2017, the audit report was heard at the Commission Meeting at the Jessup Correctional Institute in Jessup, Maryland. At that time, the MCCS presented Merican, Diedrich, Mohun-Hintze, and Thompson a Recognition of Achievement Award for 100 percent Compliance of Standards for an Adult Correctional Facility.

This is the fourth audit cycle where the St. Mary’s County Detention Center has earned a 100 percent compliance.

MCCS is an administrative agency within the State of Maryland Department of Public Safety and Correctional Services that was established by Act of the 1980 General Assembly. The enabling legislation is codified as Article 41, Section 4-401 of the Annotated Code. The MCCS conducts regular formal audits of every state, local and private adult place of confinement to determine applicable regulations promulgated by the Secretary of the Department of Public Safety. A primary goal of the agency is to facilitate complete compliance with the standards.

St. Mary’s County Sheriff’s Office and the Department of Aging & Human Services collaborate to offer medication collection to homebound and caregivers for the fourth year

Each year, communities across the country offer to collect residents’ unused medications as part of the National Prescription Drug Take-Back Day Initiative, sponsored by the Drug Enforcement Administration (DEA). Four years ago, the St. Mary’s County Sheriff’s Office, in partnership with the Department of Aging & Human Services, started a door-to-door medication collection for homebound residents.

The Sheriff’s Office and the Department of Aging & Human Services had recognized that, while many residents are able to take advantage of the convenient 24/7 medication drop boxes situated in the Sheriff’s Office lobby, there is a segment of county residents unable to access this service: the homebound. Persons who are homebound due to age or mobility issues, do not always have the proper means to dispose of their unused medications, creating a situation that can make them vulnerable criminal targets.

The collection of medications, both through the homebound pick-up and convenient drop boxes, benefits public safety by decreasing the supply of controlled dangerous substances available for misuse, abuse, diversion, and accidental ingestion. The disposal methods used by the Sheriff’s Office also protect the environment from potentially harmful contaminants by providing a proper, Environmental Protection Agency (EPA) approved, means of disposal.

During the National Take-Back Initiative, held Saturday, April 29, Deputy First Class Josh Krum, assisted in collecting a total of 7,235 pills from homebound residents. Also, 15,918 pills totaling sixty pounds was collected during National Take Back day through the sheriff’s office drop boxes.

“This type of collaboration not only prevents medications from falling into the wrong hands, but it further serves to protect our elderly citizens from becoming targets of crime,” said Sheriff Tim Cameron. “We are thankful for our agency’s relationships with our partners, the Department of Aging & Human Services and the community.”

The take-back initiative is a coordinated effort across St. Mary’s County. It includes education about proper use and storage of medication; prescription drug monitoring programs; proper disposal of medication; and enforcement against offenders.

Since the drop boxes were installed, the St. Mary’s County Sheriff’s Office has collected well over one million pills.

Sheriff Cameron expresses his gratitude to citizens for recognizing the importance of properly disposing of unused medications and thanks residents for their exceptional participation in the initiative.

St. Mary's County Sheriff’s Office investigating suspicious activity

The St. Mary’s County Sheriff’s Office takes every report seriously.

The sheriff’s office is actively investigating a complaint of an individual (no further description) operating an alleged purple van approaching a child in the Greenview Knolls neighborhood located on Military Lane in Great Mills.

Last week, an advisory message was sent informing the public of reported suspicious incidents taking place in the Wildewood area. As a result of the events, the Sheriff’s Office initiated frequent premise checks.

At this time, the incidents do not appear to be related, however, are still under investigation in a collaborative effort between the Patrol Division, School Resource Officers, and the St. Mary’s County Public Schools.

The St. Mary’s County Sheriff’s Office thanks the citizens for the reports the office has received regarding suspicious activity in the community’s neighborhoods.

Anyone with any additional information is asked to contact the sheriff’s office at 301-475-8008.

Thank an Officer, It's National Correctional Officer and Employees Week

Please join us in recognizing and congratulating the St. Mary's County Adult Detention Center Correctional Officers and staff for the demanding work they do each day. Working in the detention center is demanding, and correctional officers are in a heightened state of vigilance all the time.

We extend our most genuine gratitude for your service to the country, community, and the corrections profession.

On May 5, 1984, President Ronald Reagan issued Proclamation 5187, National Correctional Officers’ Week, in which he called “upon officials of State and local governments and the people of the United States to observe this week with appropriate ceremonies and
activities,” to recognize “the contributions of correctional officers to our Nation.”

President Reagan was the first president to formally recognize the great work of those in the corrections profession and the very difficult, and at times dangerous, nature of corrections work. He wrote that correctional officers are “essential to the day-to-day operations of these institutions; without them, it would be impossible to achieve the foremost institutional goals of security and control.”

Corrections professionals know all too well the risks and challenges associated with the work they do, but they still show up every day to honor the commitment they made to protect the community they serve.

From Sheriff Cameron, your brothers and sisters at the #SMCSO, and the community -- THANK YOU.
