Drug Arrest-  On September 5, 2019, detectives from the Vice Narcotics Division executed a search warrant in the 2300 block of Spalding Lane in Leonardtown.  Located in a bedroom at the residence was a homemade CDS smoking device which contained suspected cocaine residue. Brian Christopher Hancock, age 40 of Leonardtown, was determined to be the owner of the recovered property. Hancock was arrested and charged with CDS: Possession-Not Marijuana and CDS: Possession-Paraphernalia.  CASE# 47670-19

Assault-  On September 6, 2019, Dep. Burgess responded to the 45000 block of Lord Baltimore Way in Lexington Park, for the reported assault.  Investigation determined Ovidio Torres-Martinez, age 30 of Lexington Park, grabbed the victim by the hair, threw the victim to the ground, and struck the victim in the face. Visible injury was observed to the victim and Torres-Martinez was arrested and charged with Assault 2nd Degree.  CASE# 51224-19

Assault-  On September 6, 2019, Dep. Henry responded to the 45600 block of Buckshot Way in Great Mills, for the reported disturbance.  Investigation determined Christina NMN Bechas, age 54 of Great Mills, assaulted the victim during an argument by striking the victim in the head with a glass bottle.  Visible injury was observed, and Bechas was arrested and charged with Assault 2nd Degree.  CASE# 51069-19

Drug/Assault Arrest-  On September 8, 2019, Dep. Beyer responded to the 21600 block of Great Mills Road in Lexington Park, for the reported disturbance.  Investigation determined Sherman Leroy Mackall, age 59 of Lexington Park, assaulted the victim by punching the victim in the face, causing visible injury.  Mackall was taken into custody and a CDS smoking device containing suspected cocaine was located in Mackall's front pocket.  Mackall was arrested and charged with Assault 2nd Degree, CDS: Possession-Not Marijuana and CDS: Possession-Paraphernalia.  CASE# 51511-19

Property Destruction-  On September 8, 2019, Cpl. Seyfried responded to the 21800 block of Three Notch Road in Lexington Park, for the reported disturbance.  Investigation determined Antoine Keith Mackall, age 25 of Lusby, arrived at the establishment looking for another individual.  When Mackall wasn't provided with a room number, he began going door to door banging on all doors and causing a disturbance.  At one point, Mackall picked up a trashcan and threw the trashcan into a window, breaking the window. When Mackall was located he provided officers a false name; through the investigation  Mackall's correct identity was discovered.  Mackall was charged with Fraud-Person Identity to Avoid Prosecution.   CASE# 51537-19

eBay Scams Alert

The St. Mary’s County Sheriff’s Office wants to alert citizens to various eBay scams that have affected several residents recently.  The most recent scam reported to the Sheriff’s Office is the buyer offers to overpay for an item for sale, and the scammer will then send a fraudulent cashier’s check or personal check.  Typically, by this point the item has already been sent to the scammer.  A variation of this scam is to request some of the extra money sent be returned or forwarded to another party. 

When selling vehicles on eBay, another common scam is the buyer will send the seller a check to cover shipping costs.  The seller will wire money as directed to cover the shipping costs, and the scammer will then decline to purchase the vehicle.  The seller sends the remaining funds back as directed and ultimately the seller discovers the check was fraudulent after having sent the money to the scammer. Other similar scams involve fraudulent checks wherein the sender requests gift cards be purchased and the serial numbers forwarded to them. A safe waiting period for any deposited check to be fully verified is seven business days; more than seven business days maybe required for banks outside the United States. 

Tips for selling items on eBay:

·         Don’t send the item before you receive payment or before the transaction has gone through
·         PayPal is an electronic option and produces digital logs of the transactions
·         Keep all dealings as a seller on eBay where it can be monitored
·         Refuse any requests to bypass eBay or cut auctions short for a “buy it now” price

Leonardtown Man Arrested for Rape

On September 11, 2019, detectives from the St. Mary's County Sheriff's Office Criminal Investigations Division, along with investigators from Child Protective Services (CPS), began an investigation into allegations of sexual abuse involving an eight-year-old victim and an adult male. The investigation determined Gilbert NMN Estevez, age 30 of Leonardtown, had sexually abused the female victim. Estevez was arrested and charged with the following:

Rape Second Degree
Sexual Abuse of a Minor
Sex Offense Third Degree
Assault Second Degree

Estevez is currently incarcerated at the St. Mary’s County Detention and Rehabilitation Center on a no bond status. Anyone with information on this case is asked to contact Detective Taylore Nauman at (301) 475-4200 extension *8109 or by email at Taylore.Nauman@stmarysmd.com.

Deadline Approaching for Next Round of Applicant Agility Testing

The St. Mary’s County Sheriff’s Office will be holding its next round of physical agility and written testing for potential deputies, correctional officers and cadets on the morning of Oct. 5, 2019, at the agency headquarters in Leonardtown. The testing is not open to walk-ins. 

Applicants must complete and return a Personal History Statement by Sept. 20, 2019 to qualify for the next round of testing on Oct. 5.  

The application process is outlined at https://www.firstsheriff.com/applicationprocess.asp. The Personal History Statement (PHS) must be completed, printed and each page initialed at the bottom. At the end of the PHS ensure to have the Authorization for Release of Personal Information Form # 206 notarized.

The Personal History Statement along with the notarized Authorization for Release of Personal Information Form # 206 can be delivered in person to the St. Mary’s County Sheriff’s Office Headquarters at 23150 Leonard Hall Drive in Leonardtown or mailed to:

Applicants must pass the preliminary screening conditions to advance to the agility testing. 
The St. Mary’s County Sheriff’s Office offers sign-on bonuses for Deputies and Correctional Officers, annual compensation education bonuses and foreign and sign language stipends.
Deputies and Correctional Officers receive a $1,500 sign-on bonus paid in three installments: $500 when hired, $500 when completing the Criminal Justice Academy and $500 upon release from probation.

Accident in Loveville Under Investigation

On September 14, 2019, at approximately 2:29 p.m. deputies from the St. Mary’s County Sheriff’s Office responded to the 28400 block of Point Lookout Road, in the area of Loveville Road, for the reported motor vehicle collision. Deputies arrived on scene and located two vehicles involved in the collision, with one of the operators trapped in the vehicle. Members of the St. Mary’s County Sheriff’s Office Collision Reconstruction Unit responded to the scene and continued the investigation.

Preliminary investigation determined a 2000 Dodge Dakota, operated by Michael Lynn McDonald, age 70 of Mechanicsville, made a left turn from Loveville Road attempting to head southbound on Point Lookout Road. McDonald failed to yield the right of way to a 2000 Chrysler Town and Country Van operated by Thomas Henry Franz III, age 84 of Prince Frederick, who was traveling northbound on Point Lookout Road. After the vehicles collided, McDonald’s vehicle continued off the roadway and struck a street sign. McDonald was trapped in the vehicle after the collision.  McDonald was extracted from the vehicle and flown by helicopter to an area trauma center with incapacitating injuries.  A passenger in McDonald’s vehicle, Louise Therese McDonald, age 67 of Mechanicsville, was transported to an area trauma center for treatment. Franz was transported to an area hospital where he was treated and released.

Wanted Individuals-Pretrial Violations

The St. Mary’s County Sheriff’s Office is seeking the whereabouts of Hannah Rose Whitman, age 20, and Shawn Patrick Jeffries, age 26, both of Lexington Park.  Whitman and Jeffries are both wanted for violating conditions of their pretrial release for the original charge of assault. Whitman is 5’, has brown hair and weighs 130 pounds. Jeffries is 5’2”, has black hair and weighs 165 pounds.  At this time, it is believed Whitman and Jeffries are together, and frequent residences in Lexington Park.

Traffic Tip Tuesdays: Motorcycles

From the Maryland Driver’s Manual:

Motorcycles are vehicles with the same rights and privileges as any vehicle on the roadway. But in crashes, a motorcyclist is six times more likely to be hurt than a car driver. Motorcycles are smaller than cars and trucks, and it can be harder to judge the speed and distance of an oncoming motorcycle.

Yield right of way to an oncoming motorcycle when turning left. Violating a motorcyclist’s right of way can result in a citation with significant penalties if you cause a serious injury. Drivers are at fault in just over half of car crashes with motorcycles.

Look twice before changing lanes or merging into traffic. Use your mirrors and look over your shoulder to be sure it is safe before merging or changing lanes. Motorcycles can be hidden in a vehicle’s blind spot or missed in a quick look due to their smaller size.

Do not share a lane with a motorcycle. Motorcyclists often adjust their position in the traffic lane to avoid road hazards like potholes or oil spills, because of wind, and to be seen by other road users. Motorcyclists are entitled to use the entire lane.

Do not tailgate or driver too close to a motorcycle. Allow at least three- to four-second following distance between your vehicle and the motorcycle in front of you. Motorcycles may need to slow for road hazards like gravel, wet road or railroad crossings that don’t affect cars the same way. Motorcyclists often reduce speed by downshifting or merely running off the throttle, which do not activate the brake light. So, be alert and leave plenty of space around motorcycles.

Allow plenty of space between your vehicle and the motorcycle when passing. Wind gusts and drafts from a passing vehicle can affect a motorcycle. After passing a rider, make sure you can see the motorcycle’s headlight in your rearview mirror before moving back into the lane. If you are being passed by a motorcycle, simply maintain your speed and allow the motorcyclist to complete their passing.

Use care when driving near a group of motorcyclists. Motorcyclists participate in organized rides which can involve many motorcycles. Driving around these groups requires communication and patience. If you need to change lanes or reach an exit, signal your intention early and wait for the riders in the group to create a gap for you. Do not merge in between groups or riders unless there is sufficient space to do so. If it is a small group, it may be easier to slow and let the group pass before making a lane change.

Drug Arrest-  On September 10, 2019, Cpl. Connelly responded to the 19800 block of Three Notch Road in Lexington Park, for the reported trespassing.  Upon arrival the complainant advised Teia Marie Craig, age 32 of Lexington Park, was refusing to leave the victim's residence.  As Craig was gathering her items to leave, Cpl. DUI/Resisting Arrest- On September 10, 2019, Dep. Henry observed a vehicle stopped in the roadway in the 21700 block of Point Lookout Road in Callaway.  Upon checking on the operator, Sean Eugene Alexander Triplett, age 34 of Tennessee, was discovered slumped over the wheel of the vehicle.  Triplett was found to be operating the vehicle under the influence of alcohol and arrested.  Triplett began to pull away from Dep. Henry and attempted to flee the area. Triplett was arrested and charged with Resisting Arrest, Driving Under the Influence of Alcohol and Driving While Impaired by Alcohol.  CASE# 52148-19

DUI/Drug Arrest-  On September 10, 2019, Dep. Schell responded to a property damage accident in the 21600 block of Great Mills Road in Lexington Park. Investigation determined Kathleen Lorraine Byerly, age 51 of Lexington Park, had struck an unoccupied vehicle and then drove to a different spot in the parking lot.  Contact was made with Byerly, who was determined to be operating the vehicle under the influence of alcohol.  Byerly was arrested and a pill (suspected Oxycodone) was located in Byerly's pocket. Byerly was charged with Driving Vehicle While Under the Influence of Alcohol, Driving Vehicle While Impaired by Alcohol, Driving Vehicle So Far Impaired by Drugs and Alcohol Cannot Drive Safely, and CDS: Possession-Not Marijuana.  CASE# 52068-19

Assault-  On September 11, 2019, Dep. Baker responded to the 22000 block of Cartwright Road in Leonardtown, for the reported assault. Investigation determined Holly Lynn Gagliarducci, age 29 of Leonardtown, assaulted two victims during an argument.  Gagliarducci threw a cup at one victim and struck the second victim in the face. September 18, 2019- UPDATE: Hannah Rose Whitman, age 20, has been located and is incarcerated at the St. Mary’s County Detention and Rehabilitation Center. The St. Mary’s County Sheriff’s Office is still seeking the whereabouts of Shawn Patrick Jeffries, age 26 of Lexington Park.

Handgun/Drug Arrest-  On September 17, 2019, members of the St. Mary's County Sheriff's Office were assisting the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), with a firearms investigation.  Daiquan Malik Barnett, age 23 of District Heights, was observed in possession of a firearm concealed in his waistband. Barnett was subsequently observed operating a vehicle in a drive-through located in the 22800 block of Three Notch Road in California. ATF agents attempted to stop the vehicle, however Barnett attempted to flee by backing out of the drive-through striking another vehicle.  Barnett then drove forward striking the vehicle with the ATF agents inside. Barnett was removed from the vehicle and taken into custody.  Located in the vehicle was a handgun and a 50 round drum magazine loaded with hollow point rounds. Found on Barnett's person was a quantity of a white powdery substance (suspected cocaine) as well as suspected crack cocaine.  Barnett has a prior felony conviction for Possession with the Intent to Distribute Cocaine. Barnett was arrested and charged with CDS: Distribution With a Firearm, CDS: Possession of Firearms, Firearm Possession-Criminal with Felony Conviction, Assault Second Degree-Law Enforcement Officer, and CDS: Possession-Not Marijuana. Disorderly/Hindering-  On September 17, 2019, Dep. Graves responded to the 22800 block of Three Notch Road in California, to assist with a vehicle stop. As a result, an individual in the vehicle was taken into custody, at which time Ikia Lachay Chase, age 31 of Great Mills, arrived on scene and began creating a disturbance. Chase began cursing at officers and yelling, demanding to know particulars of the vehicle stop.  Chase was directed to cease her actions and leave the area.  Chase refused to leave the area and continued to yell and curse.  Chase was subsequently arrested and charged with Disorderly Conduct and Obstructing and Hindering.  CASE# 53514-19

Beyer responded to the 45700 block of Church Drive in Great Mills, for the reported disturbance.  Investigation determined Darnell Anthony Holley, age 34 of Lexington Park, assaulted the juvenile victim during an argument,  by choking the victim which caused visible injury to the victim. Peace Order Violation-  On September 16, 2019, Cpl. LaFave responded to the 28900 block of Shannon Court in Mechanicsville, for the reported trespassing.  Investigation determined the victim had pulled into the driveway of Gregory Bertrand Gagnon, age 54 of Mechanicsville, at which time Gagnon confronted the victim, which was in violation of a valid court order which states Gagnon is prohibited from having contact with the victim by any means. Gagnon was arrested and charged with Peace Order: Fail to Comply.  On September 17, 2019, Cpl. LaFave made contact with Jean Marie Gagnon, age 57 of  Mechanicsville, for having contact with the victim the previous day.  Jean Gagnon is also prohibited from any contact with the victim by a valid court order. Vice Narcotics Arrests in Lexington Park

In September of 2019, the St. Mary’s County Sheriff’s Office Vice Narcotics Division began an investigation into the distribution of controlled dangerous substances by Dedron Manuel Neal, age 27 of Lexington Park.  On September 21, 2019, with the assistance of the Sheriff’s Office Emergency Services Team and Sheriff’s Office K-9, members of the Vice Narcotics Division executed a search and seizure warrant at Neal’s residence in Lexington Park. Neal was located in the apartment and found to be in possession of suspected cocaine.  Also located in the residence was Heather Nicole Hugel, age 29 of Aquasco, and Curtis William Richardson, age 25 of California.

Neal, Hugel, and Richardson were arrested and charged with CDS: Possession- Not Marijuana and CDS: Possession- Paraphernalia, and incarcerated at the St. Mary’s County Detention and Rehabilitation Center in Leonardtown, Maryland.

Additional charges are pending review with the Office of the State’s Attorney for St. Mary’s County.

Traffic Tip Tuesdays: Provisional licenses

Before a driver is granted a driver’s license in Maryland, there is the provisional license phase, where the driver gains experience by driving without supervision but with restrictions. The restrictions include the use of a cellphone, transporting passengers, driving at night or under the influence of alcohol or drugs.

All provisional drivers must maintain a clean driving record for 18 months before they are eligible for a full Maryland driver’s license, according to the Maryland Motor Vehicle Administration. With a provisional license, you may drive without a supervising driver.

Restrictions:

Provisional drivers under the age of 21 may not drive with any measurable alcohol in their systems.

For provisional license holders under the age of 18 may not drive with passengers under the age of 18, other than immediate family members, for the first 151 days without a qualified supervising driver, and may not drive between midnight at 5 am unless:

-a supervised, licensed driver who is at least 21 years old and has three years of driving is with them,

-you are driving to or from a job, official school activity, organized volunteer program or are participating in an athletic event or related training session.

Provisional drivers may not use any wireless communication device, including a hands-free device and must use a safety belt for every trip as well as passengers.

Any conviction or probation before judgment with a provisional license will restart the 18-month time period one must hold the provisional license.

Capt. Yingling Graduates from FBI National Academy

Sheriff Tim Cameron and the St. Mary’s County Sheriff’s Office congratulate Capt. David Yingling, Commander of the Patrol Division, for his graduation from the FBI National Academy this month.

Capt. Yingling was one of 256 law enforcement officers to complete the 277th session of the National Academy, graduating on Sept. 13, 2019.

Internationally known for its academic excellence, the National Academy offers 10 weeks of advanced communication, leadership and fitness training. Participants must have proven records as professionals within their agencies to attend. On average, the participating officers have 21 years of law enforcement experience and usually return to their agencies to serve in executive level positions.

More than 52,000 graduates have completed the FBI National Academy since it began in 1935. The National Academy is held at the FBI Training Academy in Quantico, Va., the same facility where the FBI trains its new special agents and intelligence analysts.

Capt. Yingling joined the St. Mary’s County Sheriff’s Office as a deputy in 1998. In 2010, Yingling was promoted to Lieutenant and as the Assistant Commander of the St. Mary’s County Bureau of Criminal Investigations, a joint unit of the Sheriff’s Office and Maryland State Police. In 2017, Yingling was promoted to Captain and named Commander of the Patrol Division.

“Capt. Yingling has always been a steadfast and consummate professional during his tenure at the Sheriff’s Office,” Sheriff Tim Cameron said. “Capt. Yingling’s graduation from the FBI National Academy is an extraordinary achievement in what is already an impressive, dedicated and devoted career. I commend him on this most recent and notable accomplishment. The St. Mary’s County Sheriff’s Office is very proud of him,” the Sheriff said.

Resisting Arrest/Hindering-   On September 17, 2019, Dep. Graves attempted to conduct a vehicle stop in the 25500 block of Point Lookout Road in Leonardtown, for the reported assault that had just occurred. Steven Dean Sloan Jr., age 47 of Leonardtown, refused to stop, and ultimately fled from his vehicle on foot.  Dep. Graves pursued Sloan, who refused to obey verbal commands.  Sloan was ultimately taken into custody and charged with Obstructing and Hindering, Resist/Interfere with Arrest, and Fail to Stop-Fleeing and Eluding. Forbes made contact with Tameron Troiann-Brow Luckett, age 18 of Great Mills, who initially provided Forbes with a false name. Drug Arrest-  On September 18, 2019, Dep. Raley responded to the St. Mary's County Detention and Rehabilitation Center in Leonardtown, for the reported CDS violation.  Investigation determined Charles Edward Summers, age 36 of California, had violated the conditions of his pretrial release and was taken into custody at Circuit Court.  Summers was placed in a cell, and observed pacing and touching his shoe.  Further search of Summers' shoe revealed five hidden pills, (suspected Adderall).  Summers was arrested and charged with CDS: Possession-not Marijuana and Possess Contraband at Place of Confinement.  CASE# 53663-19

Investigation determined William Ambrose Fenwick, age 30 of Lexington Park, had a verbal disagreement inside the victim's vehicle.  Fenwick is prohibited by a valid court order from having any contact with the victim. Budd responded to the 21800 block of Tulagi Place in Lexington Park, for the reported stabbing.  Investigation determined Larry Joseph Murphy, age 37 of no fixed address, assaulted the victim during argument over a previous issue between Murphy and the victim. The victim advised during the argument, Murphy knocked him to the ground, produced a knife and stabbed him in the right side near the victim's waist. Alter Drug Test-  On September 23, 2019, Dep. Budd responded to the St. Mary's County Detention and Rehabilitation Center in Leonardtown, for the reported altered urine test. Shelby Lynn Carroll, age 26 of Leonardtown, was brought back to the detention center by correctional officers, after her home detention equipment had been inactive during the weekend. On Thursday, Sept. 16, 2019, the St. Mary’s County Sheriff’s Office responded to the report of a business dispute involving substandard driveway sealcoating at the 37000 block of Newlands Street in Mechanicsville. A subject representing Mitchell’s Paving was contracted to repair and seal the complainant’s driveway.

The cracks were not repaired, and it appeared that an improper product was used, which made the driveway slippery. Mitchell’s Paving of Waldorf is not currently licensed to conduct business in St. Mary’s County. Anyone who is approached by someone selling driveway sealcoating or home repairs should ask to see that person’s business license and/or a Maryland State Contractor’s license. Case # 53310-19

On Thursday, Sept. 19, 2019 at 1:30 pm, the suspect entered the St. Mary’s Gas Station in Clements and picked up a drink and an energy enhancement product. The suspect paid for the drink but put the energy enhancement product into his pocket and left the store in a white four-door Mercedes with Maryland tags.
