Prevent Thefts from Motor Vehicles

The St. Mary’s County Sheriff’s Office has once again seen a rise in thefts from motor vehicles, especially in the Northern Mechanicsville (Sandgates) area. Examples of items taken during these thefts from motor vehicles include:

1. Purses and Wallets
2. US Currency
3. Cellular Telephones
4. GPS and other navigation systems
5. Electronic devices such as IPODS and MP3 players

Sheriff Timothy Cameron and the St. Mary’s County Sheriff’s Office would like to remind citizens to please take the following precautions in securing vehicles:

1. Lock your vehicle
2. Make sure windows are completely up and secured
3. Lock passenger compartments inside of your vehicle such as the glove box and center console
4. Never leave valuable items in plain view
5. Park in well-lit areas

The public should be aware of their surroundings and report any suspicious activity such as unfamiliar person and/or vehicles in the area.  Carefully observe the suspicious person’s physical features including the individual’s sex, race, approximate age, height, weight, build and clothing. Writing down the license plate number of suspicious vehicles and reporting it to the Sheriff’s Office is extremely helpful.  A deputy will respond and complete a Field Information Report on calls for suspicious persons and/or activity.  Those reports are then recorded and each suspicious incident is compared at the St. Mary’s County Sheriff’s Office weekly CompStat meeting.  Often the same individual is involved in committing multiple crimes of this type.  Being proactive and reporting suspicious incidents is extremely helpful in identifying criminal activity and solving the crime.  The non-emergency number to report suspicious activity is 301-475-8008.  If you believe a crime is in progress, please call 911.  When in doubt, report the information to the Sheriff’s Office.

Sheriff Cameron and the men and women of the St. Mary’s County Sheriff’s Office are committed protecting property and maintaining safe communities.

October is National Disability Employment Awareness Month

The St. Mary’s County Sheriff’s Office today announced its participation in National Disability Employment Awareness Month, an annual awareness campaign that takes place each October. The purpose of National Disability Employment Awareness Month is to educate about disability employment issues and celebrate the many and varied contributions of America's workers with disabilities. This year's theme is "My disability is one part of who I am."

The history of National Disability Employment Awareness Month traces back to 1945 when Congress enacted a law declaring the first week in October each year "National Employ the Physically Handicapped Week." In 1962, the word "physically" was removed to acknowledge the employment needs and contributions of individuals with all types of disabilities. In 1988, Congress expanded the week to a month and changed the name to National Disability Employment Awareness Month.

"This year's theme encapsulates the important message that people with disabilities are just that — people," said Jennifer Sheehy, acting assistant secretary of labor for disability employment policy. "And like all people, we are the sum of many parts, including our work experiences. Disability is an important perspective we bring to the table, but, of course, it's not the only one."

The Sheriff's Office will be conducting Accessible Parking Violation Enforcement throughout the county.  A violation of these regulations consists of fines ranging from $58.00 to $140.00. When utilizing accessible parking areas, ensure that you have the proper registration plates or a placard properly displayed on your vehicle. Also, remember that if you are transporting a person with a disability and using an accessible parking spot, the person with a disability is required to be with you. Please ensure that you leave the designated accessible parking spaces available for those who need them—especially in densely populated workplace parking areas.

The St. Mary’s County Sheriff’s Office is proud to be a part of this year's National Disability Employment Awareness Month," said Sheriff Tim Cameron. "We want to spread the important message that we value the diverse perspectives, including those of individuals with disabilities.” This is our unique way of contributing to National Disability Employment Awareness Month.

Employers and employees in all industries can learn more about how to participate in National Disability Employment Awareness Month and ways they can promote its messages — during October and throughout the year — by visiting www.dol.gov/ndeam.

St. Mary's County Sheriff's Office Hosts Human Trafficking Seminar

Imagine being an 8-year-old girl who is regularly forced to have sex with strange men and is used as the subject of pornography. Jen Spry, a victim of human trafficking, shared her story at the seminar to help law enforcement understand how human trafficking can go unnoticed if officers are not trained to “put the big picture together.” Spry’s attacker approached her to help her find a lost dog. He would offer her gifts that she would hide from family and friends. The attacker asked for a picture, which was eventually used as an advertisement for men to have sex with her. The abuse came to an end when the aggressor moved out of her neighborhood. Spry said, “The first thing [the community] thinks of when they think of [human trafficking] is massage parlors and girls on the [Internet]...a ten-year-old does not prostitute herself; are we noticing?”

Human trafficking is a form of modern-day slavery that involves the illegal trade of people for exploitation or commercial gain and represents one of the most shameful violations of human rights. In Maryland, human trafficking is often overlooked, especially in the rural areas. However, its increasingly regular occurrence has Maryland law enforcement collaborating to increase public awareness.

Several Agencies Adopt Training on Human Trafficking

On September 27 and 28, the St. Mary’s County Sheriff’s Office hosted many agencies – law enforcement and non-governmental organizations – Montogomery County Police Department; Maryland State Police; Homeland Security Investigations; FBI; Governor’s Office of Crime Control Prevention and TurnAround for a two-day training seminar that focused on reducing human trafficking through the enhancement of law enforcement efforts.

The training was spearheaded by law enforcement veterans:
Steve Hess, Law Enforcement Coordinator, U.S. Attorney’s Office
Thomas Stack, Human Trafficking Policy Analyst, Governor’s Office of Crime Control                       Prevention
Captain Daniel Alioto, Commander of St. Mary’s County Sheriff’s Office Vice/Narcotics                   Division

Thomas Stack was hired in May of 2015 as a human trafficking policy analyst. One of his first goals was to educate law enforcement on human trafficking. “Human [trafficking] is not a well-known crime, but [human trafficking] is happening … As law enforcement, we need to prepare,” said Stack. Stack is also a member of the Workgroup to Study Safe Harbor Policy for Youth Victims of Human Trafficking, established by Governor Hogan. The goal of the workgroup is to study what legal protections and services Maryland should offer to young people under the age of 18 who are victims of human trafficking.

When contacted by Thomas Stack, Captain Alioto immediately recognized the benefit of partnering to enforce the law through a concentrated and more focused effort among police agencies. Through partnerships, law enforcement all over the state can investigate, train, and network to put a stop to human trafficking. Training will now be regularly held at different locations throughout Maryland.

Misconceptions Associated with Human Trafficking

There are several myths and misconceptions associated with human trafficking.  Human trafficking is commonly linked to foreign-born individuals and those from a lower socioeconomic group. However, victims can be of any age, race, gender, or nationality. Another misconception is that victims will attempt to seek help when in public; however, trepidation usually hinders them from seeking help. According to the Blue Campaign, “Every year, millions of men, women and children are trafficked in countries around the world, including the United States. It is estimated that human trafficking generates many billions of dollars of profit per year, second only to drug trafficking as the most profitable form of transnational crime.” Through the Blue Campaign, the Department of Homeland Security raises awareness about human trafficking.

Human Trafficking in St. Mary’s County

Captain Alioto presented several human trafficking case studies that occurred in St. Mary’s County and his examples again highlighted the importance of partnerships, education, and proper identification of a human trafficking situation. “Manpower and resources in law enforcement are constantly taxed; we cannot be successful moving forward without these continued collaborative efforts. Our partnerships include other state, local and federal agencies; however, the critical partnership is and always will be the community. We continue to get great support from the citizens of St. Mary’s County on this issue and many others. Sheriff Cameron remains committed to combating [human trafficking] in St. Mary’s County and this was an excellent opportunity to host all of the attending jurisdictions for this outstanding two-day training session.”

Sheriff  Timothy K. Cameron stated, “In [law enforcment], we have heard enough stories about people who have been subjects of human trafficking to validate the thought that [human trafficking] is a real problem in our community. We take [human trafficking] very seriously and are making every attempt to educate and inform our officers, so they recognize the signs of [human trafficking], and act accordingly.  We will take every report citizens make seriously.”

For more information about human trafficking, please visit the National Human Trafficking Resource Center website at traffickingresourcescenter.org/states or the Blue Campaign website at www.dhs.gov/blue-campaign.

The St. Mary’s County Sheriff’s Office Vice/Narcotics Division received several complaints regarding two homes in the 21000 block of Enterprise Road and the possibility of the distribution of drugs. Detectives were able to confirm drug dealers and users were traveling between the two homes and search and seizure warrants were obtained for both residences. Emergency Services Teams from St. Mary’s and Charles Counties, Vice/Narcotics Support Team deputies and K-9 deputies executed two simultaneous search and seizure warrants on the target home. Deputies encountered deplorable conditions in one of the homes to the extent Child Protective Services was contacted, responded and removed the children. Charges are pending against the occupants of that home.

Upon searching the home next door detectives found a variety of pain medications (Oxycontin and Oxycodone) as well as Adderall. The street value of the pills seized was nearly $3,000. Suspect Lisa Marie West (Age 46 of Lexington Park) was arrested on the scene and charged accordingly. Both homes were being subsidized through the St. Mary’s County Department of Housing, who was notified of the violations. Detectives will continue to assist them in their ongoing investigation. Additional charges and arrests are pending a review with State’s Attorney Richard D. Fritz,

Inquiries should be directed to Captain Daniel D. Alioto, Commander of Vice/Narcotics, at 301-475-4200, ext. 1918.
