SMCSO and Southern Maryland Young Marines Unit Develop Partnership

An act of kindness has morphed into an ongoing partnership between the St. Mary’s County Sheriff’s Office and the Southern Maryland Young Marines Unit. The Young Marines' mission is to impact America's future positively by providing quality youth development programs for boys and girls. These programs nurture and help members develop into responsible citizens who enjoy and promote a healthy, drug-free lifestyle. Recently, the Southern Maryland Young Marines Unit was selected for the Drug Enforcement Administration’s Enrique “KiKi” Camarena Division Award. The award honors six units, one award per division, for drug demand reduction efforts through community education and peer-to-peer role modeling.

In recognition of their common cause, the Young Marines invited deputies from the Sheriff's Office to their Saturday, July 16, 2016 meeting, for light refreshments and conversation. During the meeting, the officers volunteered to take part in an impromptu panel discussion. They encouraged the Young Marines to ask them open and honest questions about recent events surrounding law enforcement and told the Young Marines how mutual respect between citizens and law enforcement officers can have a positive impact on interactions between the two. 

The officers also spoke about the nature of leadership and shared the characteristics of leaders. When the Young Marines told the officers about their own drug reduction efforts, the idea of the partnership was born.

“When we learned the Young Marines wanted to get involved, we immediately recognized the benefit of bringing this group of young men and women into Sheriff’s Office initiatives to help us change the culture surrounding drug misuse and abuse in St. Mary’s County. We can police, we can educate, but you start to see the fruits of your labor when community groups such as the Young Marines get involved,” says Capt. Daniel Alioto of the Sheriff's Office. “We are both working toward the same goal in the community. Why not bring the two together and extend our resources?”

After the initial meeting, deputies began brainstorming on how to utilize Young Marines in a way that would connect with their mission. Corporal Peggy Smolarskly, Leonardtown Community Policing Deputy, proposed involving the Young Marines in community policing events, specifically in downtown Leonardtown.

In addition, Young Marines will act as Camp D.A.R.E. counselors, under the leadership of Cpl. Angela Delozier. The previous work by Young Marines in drug-demand reduction efforts will be valuable to the Camp D.A.R.E. program, and as counselors, they will play a vital role in helping to coordinate Camp D.A.R.E. Also, they will be able to enhance their leadership skills by serving as youth leaders.

Further, during Red Ribbon Week, an alcohol, tobacco, violence prevention awareness campaign observed annually in October in the United States, the Sheriff’s Office and the Young Marines will co-host “Chasing the Dragon”. "Chasing the Dragon" is an FBI documentary that attempts to combat the surge in heroin addiction through increased awareness and features interviews with survivors of substance abuse and family members of those suffering from addiction.

On Thursday, August 4, Southern Maryland Young Marines Unit Adjutant, Mrs. Leigh Willis, and her son, Young Marine Sgt. Jake Willis, met with Sheriff’s Office deputies, to discuss these and other ideas. Sheriff Tim Cameron says, “We are excited to partner with this bright group of young men and leaders in our community. We have formed a mutually-beneficial partnership with will serve the community and the youth in St. Mary’s County for years to come.”

The Southern Maryland Young Marines are excited about our partnership with the St. Mary's County Sheriff's Office as we seek to impact young men and women in communities across Southern Maryland in a positive way.”

SMCSO Detectives Investigating Armed Robbery

On August 7, 2016, at approximately 12:13 a.m., St. Mary’s County Sheriff’s Office deputies responded to the 46000 block of Rosewood Drive in the “Spring Valley” neighborhood of Lexington Park for the report of an armed robbery. A pizza delivery driver was approached by two males and one produced a handgun.  The suspects fled on foot after a brief altercation with the victim. Detectives from the Criminal Investigations Division responded to the scene and continued the investigation.

St. Mary’s County Sheriff’s Office Swears-In Returning Deputy

Deputy James Maguire was sworn in on August 2, 2016, by the Clerk of the Circuit Court, Ms. Joan Williams and he started his first shift back on patrol this past Friday. During the swearing-in, he was joined by his daughter Carlie, Sheriff Tim Cameron, and fellow Sheriff’s Office employees. Deputy James Maguire was with the Sheriff’s Office for nine years, before moving with his family to Virginia and serving as an officer for Loudon County Sheriff’s Office for three years. 

“When I left a little over three years ago, I always knew I'd someday return. St. Mary's County and the St. Mary's County Sheriff's Office will always be home to me, and it’s great to be home," said Deputy Maguire.

Sheriff Cameron and the men and women of the Sheriff’s Office welcomes Deputy First Class James Maguire back to the Sheriff’s Office to continue in his law enforcement career.

In March of 2016, the St. Mary’s County Sheriff’s Office, in partnership with the Department of Land Use and Growth Management (LUGM), initiated a criminal investigation involving a former LUGM employee who allegedly completed numerous building, plumbing, gas, and electrical inspections without the proper certifications, in violation of the International Residential Code, International Building Code, and the Annotated Code of Maryland.

The investigation revealed, Brian Richley Taylor (Age 40 of Clements, MD) was employed as the Code Coordinator within the Department of Land Use and Growth Management from 2009 through March of 2016.  As the Code Coordinator, Brian Taylor directly supervised and managed the County’s process for issuing Certificates of Occupancy after all necessary inspections and certifications were met for each building permit which includes: building, electric, plumbing, and gas inspections.  Such inspections are beyond the official scope of Brian Taylor’s official duties and require certifications that he did not, nor has ever, possessed as the Code Coordinator or in any other professional capacity. 

Brian Taylor, on his own accord and without the approval or knowledge of his superiors performed, or at minimum, certified inspections for several premises within St. Mary’s County, to include residential and commercial structures.  In St. Mary’s County, inspections related to building, electric, gas, and plumbing are performed by businesses operating in the private sector that employs individuals who are certified to perform such inspections.

At the conclusion of an extensive audit and inspection of LUGM records, more than fifty permit numbers were identified as having illegal inspections completed by Brian Taylor.  After reviewing those files, six permit numbers were identified as having inspections for building, gas, plumbing, and electric completed by Taylor within the past year.  As the result of Brian Taylor’s actions, several dwellings in St. Mary’s County were not adequately inspected during multiple phases of construction, thereby endangering the life and safety of the occupants who inhabited the structures with the presumption the dwelling was inspected by a certified, licensed building inspector, master electrician, and master plumber.

After reviewing the investigation with State’s Attorney Richard Fritz, the facts of the case were presented to the Grand Jury for St. Mary’s County and an indictment was returned charging Brian Taylor with six counts of Reckless Endangerment.

St. Mary’s County Sheriff’s Office Welcomes New Correctional Officers

On Friday, August 5, 2016, four new Correctional Officers began their careers after graduating from the 55th Corrections Officer Entrance Level Training Program, held at the Southern Maryland Criminal Justice Academy. The program requires each Correctional Officer to complete an eight-week, 320 hour Basic Corrections Academy, which exceeds the state minimum for all Correctional Officers working in local Correctional Facilities across Maryland.

Captain Michael R. Merican, Warden of the St. Mary’s County Detention Center, congratulated the graduates and conferred their certificates of completion. Command representatives from the St., Mary's County Sheriff's Office joined the family, friends, and guests of the graduates, honoring their graduation.

Correctional Officer Rainer Hersh received the Steve Allen Leadership Award, and Correctional Officer Dale Wade improved his fit test by 60% and dropped twenty-five pounds while in the academy.

Update on St. Mary’s County Sheriff’s Office Re-Accreditation Status

After an in-depth on-site assessment visit by our assigned CALEA Assessors - including agency and off-site tours; interviews with community leaders, elected officials, and allied law enforcement agencies, file reviews, and a public hearing - the St. Mary's County Sheriff's Office has received valuable input and an outside perspective on our ability to meet the highest standards of law enforcement. While the on-site may be over, we continue to strive to ensure our agency remains one of the nation's finest through continued scrutiny of policies/procedures and self-evaluation as we prepare for the next accreditation cycle. 

Representatives from the St. Mary's County Sheriff's Office will be attending the next CALEA Conference, to be held in November, during which Sheriff Tim Cameron will go before a panel of CALEA Commissioners to discuss the findings of the assessors during their on-site visit. After careful deliberation, the Commissioners will formally determine the re-accreditation status of the Sheriff's Office. 

“We are confident that this will be a favorable result for our agency, and that CALEA will continue to recognize our commitment to high standards, excellence in law enforcement, and service to our community and the citizens of St. Mary's County,” said Sheriff Tim Cameron.

THEFT BY DECEPTION, EPA EMPLOYEE DEMANDED CASH FOR ENVIRONMENTAL VIOLATIONS

On April 14, 2016, the Environmental Protection Agency (EPA), Office of Inspector General (OIG), Hotline received a forwarded electronic message from Jennifer Stone, Public Information Officer, St. Mary’s County Sheriff’s Office (SMCSO), Maryland. The message reported a scam involving an unknown individual who posed as an employee of the EPA. The person demanded cash from an elderly female for environmental violations in St. Mary County, Maryland. 

Preliminary investigation revealed, the victim, an elderly female may have been the victim of a fraudulent scheme perpetrated by an individual residing with her. Special Agent Alex Bailey and St. Mary’s County Sheriff’s Office Deputy Sale Smith interviewed Anita Schriver, who provided inconsistent statements regarding the incident. All of the information provided by the victim regarding the incident was derived from Schriver, who received $300.00 from the victim and allegedly paid the EPA Employee to resolve the environmental violations.

During the investigation, the EPA OIG, and St. Mary’s County Sheriff’s Office continued to develop information through subpoenas and source development showing Ms. Schriver fabricated the EPA’s involvement in order to deceive the victim, an elderly disabled adult in exchange for $300.

On July 23, 2016, Ms. Schriver was arrested for an unrelated theft charge and interviewed by Deputy Sheriff Dale Smith regarding the EPA incident. During the interview, Ms. Schriver admitted fabricating the story about an EPA employee being involved in the scheme to defraud the vulnerable disabled female. Ms. Schriver was subsequently charged with violations of Maryland Statute, CR §7–104. Theft under $1000.

Ms. Schriver was presented before a District Court Commissioner and was denied bail. 

The successful outcome could not have been possible without the cooperation and excellent coordination between EPA OIG and the St. Mary’s County Office of the Sheriff, specifically Deputy Dale Smith.

St. Mary’s County Sheriff’s Office Warns Citizens of IRS Tax Scams

Recently, the SMCSO has been receiving an influx of calls from residents warning of scammers claiming to represent the Internal Revenue Service (IRS). The scammers claiming to be from the IRS tell intended victims they owe taxes and must pay using a pre-paid debit card, money order, or a wire transfer. The callers threaten those who refuse to pay with being charged with a criminal violation, a grand jury indictment, immediate arrest, deportation or a loss of a business or driver’s license. The Sheriff’s Office warns the threat is an immediate sign scammers are calling, and you should hang up immediately.

The Treasury Inspector General for Tax Administration (TIGTA) has received reports of more than one million contacts since October 2013 and has become aware of over 5,500 victims who have collectively paid approximately $29 million as a result of the scam in which criminals make unsolicited calls to taxpayers fraudulently claiming to be IRS officials and demanding that they send cash via prepaid debit cards, money orders or wire transfers from their banks, according to the TIGTA website. 

Here’s what residents need to know, the IRS generally first contacts people by mail – not by phone – about unpaid taxes and the IRS will not ask for payment using a prepaid debit card, a money order or a wire transfer. The IRS will also not ask for a credit card number or your bank information over the phone. 

If you get a call from someone claiming to be with the IRS asking for a payment, or your credit card or bank account information, here’s what to do:

• If you owe Federal taxes or think you might owe taxes, hang up and call the IRS at 800-829-1040. IRS workers can help you with your payment questions.

• If you do not owe taxes, fill out the “IRS Impersonation Scam” form in TIGTA’s website, www.tigta.gov or call TIGTA at 800-366-4484.

• You can also file a complaint with the Federal Trade Commission at www.FTC.gov. Add “IRS Telephone Scam” to the comments in your complaint.

The SMCSO encourages taxpayers to be alert to phone and email scams that use the IRS name. The IRS will never request personal or financial information by email, text, or any social media.

7-31-2016 – Burglary – Deputy T. Siciliano responded to the 20000 block of Flat Iron Road in Valley Lee for the report of a theft/burglary. The suspect, Paul Robert Riley, age 45, of Valley Lee, entered a victim’s residence and retrieved tools which he then used to dismantle the victim’s air conditioning unit. He was arrested and charged with First Degree Burglary, Third Degree Burglary, Malicious Destruction of Property $1000+, Malicious Destruction of Property $1000+, Theft $1000-10,000, and Fourth Degree Burglary. 7-30-2016 – Possession – Deputy R. Steinbach responded to Towne Place Suites on Three Notch Road in Lexington Park for the report of subjects using controlled dangerous substances in a vehicle, parked in the back parking lot. The driver, Daniel West Welling, age 21, of Lexington Park, displayed signs of being under the influence, and the orange cap of a syringe was in the deputy’s plain view. Welling and the passenger, Tavon Irving Huffin, were removed for a vehicle search. During the search, deputies located multiple items of paraphernalia, suspected heroin, and Suboxone. The suspects were arrested and transported to the St. Mary’s County Detention Center. Welling was charged with Two Counts of CDS Possession: Not Marijuana and CDS Possession: Paraphernalia. Huffin was charged with CDS Possession: Not Marijuana and CDS Possession: Paraphernalia. CASE# 39278-16

8-5-2016 – Possession – Deputy R. Trudell responded to the Sheetz Gas Station on Old Great Mills for the report of a disturbance. The suspect, Keith Randall Nelson, age 42, of Avenue, was causing a disturbance and refused to leave the store. While making contact with Nelson, Deputy Trudell discovered Nelson was in possession of merchandise he did not pay for and suspected Xanax. Nelson was arrested and charged with CDS Possession: Not Marijuana, Theft Less than $100, Malicious Destruction of Property/Value - $1000, and Trespass: Private Property. CASE# 40345-16

8-7-2016 – Assault – Deputy J. Krum responded to the 21000 block of North Essex Drive in Lexington Park, for a conservator. Upon arrival, contact was made with the victim who advised the deputy, the suspect and the victim were involved in a verbal altercation that escalated to a physical fight. The victim also alleged the suspect, Durez Lindell Creek, age 27, of Lexington Park, called the victim several times making threats to harm the victim physically. The victim displayed visible signs of injury. The investigation also revealed Creek had an active warrant for his arrest. Creek was transported to the St. Mary’s County Detention Center and charged with Second Degree Assault, Harass; a course of Conduct, and served the warrant. CASE# 40589-16

8-7-2016 – Possession – During routine patrol at Chancellor’s Run Regional Park, Deputy R. Trudell observed a suspicious vehicle in the park. While making contact, the deputy noticed a strong odor emitting from the vehicle and subsequently, a search was performed. During the search, deputies recovered multiple bags of suspected marijuana under the driver’s seat. The driver, Shaaban Gohar Tarek, age 23, of Ridge, was arrested and transported to the St. Mary’s County Detention Center. Shaaban was charged with CDS Possession – Marijuana. CASE# 40547-16

8-8-2016 – Theft – Deputy M. Beyer responded to the Walmart in California, for a theft in progress. Loud noises were coming from the bathroom stall, and when deputies went in to investigate, they found the suspect, Keith Antoine Mackall, age 23, of No Fixed address, attempting to hide merchandise. Mackall was placed under arrest and transported to the St. Mary’s County Detention Center. He was charged with Theft Less than $1000 and Malicious Destruction of Property - $1000. CASE# 40745-16

8-10-2016 – Assault – Sgt. J. Yingling responded to the 39000 block of Lindsey Way in Mechanicsville for the report of an assault. The victim alleged the suspect, Amanda Lyne Mangum, age 31, of Mechanicsville, punched the victim in the face and then scratched the victim’s face. The victim displayed injuries consistent with the allegations. Mangum was arrested and charged with Second Degree Assault. CASE# 406954-16

8-11-2016 – Theft – Deputy M. Mccuen responded to the Walmart in California, for a reported theft. The suspect, Delmante Isiash Jordan, age 18, of Lexington Park, stole several gift cards and phone cards while employed by Walmart. Jordan was placed under arrest and transported to the St. Mary’s County Detention Center. He was charged with Theft: $1000 to under $10,000. CASE#41341-16

8-11-2016 – Resisting Arrest – Deputy First Class J. Maguire responded to the 13000 block of Point Lookout Road in Ridge for an attempt to locate a suspect with an open warrant. The suspect, James Eliot Hammel, age 50, of Ridge, was located driving a motor vehicle. While he was being placed under arrest, he became uncooperative and resisted. Further investigation revealed, Hammel currently has a suspended license. He was placed under arrest and transported to the St. Mary’s County Detention Center. He was charged with knowingly Driving an Uninsured Vehicle, Resisting Arrest, Driving on Suspended License, and served the warrant. CASE# 41331-16

Payne responded to the scene and continued the investigation. Russo appeared to be under the influence, and field sobriety tests were performed, which she could not complete satisfactorily. She was placed under arrest, and a search of her vehicle revealed suspected clonazepam pills along with several other unidentifiable pills. She was transported to the St. Mary’s County Detention Center and charged with CDS: Possession – Not Marijuana and served the active warrant. CASE# 1-16-041849

8-14-2016 – Possession – Deputy K. Molitor responded to the 22000 of Three Notch Road (Town and Place and Suites) for a check the welfare. Contact was made with a subject later identified as the suspect, Robert Lee Wedding, age 27, of Lusby, and the passenger of the motor vehicle. While making contact with the subjects, deputies observed a syringe on the floorboard. A search of the vehicle was conducted which revealed multiple pills containing suspected heroin, suspected Adderall, and paraphernalia. Wedding was placed under arrest and transported to the St. Mary’s County Detention Center. He was charged with Two Counts of CDS Possession: Not Marijuana and CDS Possession: Paraphernalia. 8-13-2016 – Possession – Deputy D. Potter made a stop on a vehicle traveling on North Essex Drive without the activated. A search of the motor vehicle by K9 units revealed the passenger, Anna Drue Mizak, age 27, of Lexington Park, was in possession of suspected heroin, hypodermic needles, and a spoon with suspected heroin residue. Mizak was placed under arrest and transported to the St. Mary’s County Detention Center. A standard search of Mizak revealed another baggie of suspected heroin. Mizak was charged with Possession of CDS: Not Marijuana, Possession of Paraphernalia, and Possession of Contraband. CASE#: 41624-16

Reports of Man with Gun at Philip J. Bean Medical Center Determined To Be Unfounded

On August 15, 2016, St. Mary’s County Sheriff’s Office deputies responded to the Philip J. Bean Medical Center for the report of a man with a gun. A witness believed a man pulled out a gun in the lobby of the medical center, holstered it and then walked away. Numerous units arrived on scene, secured the medical center, and further investigation determined the report to be unfounded. The investigation confirmed the alleged gun was a cell phone.

St. Mary’s County Sheriff’s Office Warns Drivers of Common Back-to-School Traffic Violations and Provides Safety Tips

St. Mary’s County's 2016-2017 school year officially begins Wednesday, August 24. Right now, parents and students are meandering through store aisles checking off school supplies, navigating through endless racks of school clothes, and picking out new backpacks. While parents and students prepare to head back to school – the community should, too.

The St. Mary's Sheriff's Office urges residents to make themselves aware of school zones and speed limits throughout St. Mary's County before the first day of school. The influx of school buses and parents transporting their kids to school increases the opportunity for traffic accidents, especially during the first week of school.

Sheriff’s Office deputies will be on heightened alert for residents speeding and passing school buses. In Maryland, fines are doubled for speeding in a school zone or designated school crossing. The law also states that it is illegal to pass a school bus when it displays a stop signal. Failure to stop for a school bus will result in three points on a license.

Drivers should follow these safety tips to avoid a fine or points on their license:
• Allow for extra time traveling, and be patient as bus drivers pick up and drop off students.
• Obey the speed limits and be aware of the reduced limits in the school zones.

• Do not pass school buses when flashing lights are activated and/or crossing arm is deployed.

• Watch for students walking on, standing near, and crossing roadways.

• Avoid electronic distractions (cell phone, radio, etc.)

Safety reminders for students and parents:

• When waiting for the bus, stay away from traffic and avoid roughhousing or other behavior that can lead to carelessness. Do not play or stray in the roadway.

• Line up away from the street or road as the school bus approaches.

• Wait until the bus has stopped and the door opens before stepping onto the roadway.

• Use the hand rail when stepping onto the bus.

• If you have to cross the street in front of the bus, walk at least ten feet ahead of the bus along the side of the road. Keep going until you can see the driver when you turn around.

• Make sure the bus driver can see you.

• Wait for a signal from the driver before beginning to cross the street.

• When the driver signals, walk across the road, keeping an eye out for sudden traffic changes.

• Do not cross the center line of the road until the driver has signaled that it is safe for you to begin walking.

• Stay away from rear wheels of the bus at all times.
• Talk quietly and remain in your seat while riding the bus.

Vice/Narcotics Arrests

Brandy Ann Panholzer (Age 38 of Leonardtown) aka Brandy Chiarzia and Brandy Varnell, was indicted for “Distribution of Buprenorphine” (Suboxone), “Introducing a Controlled Dangerous Substance into a Detention Facility” and a host of additional criminal charges. Suspect Panholzer diluted the controlled substance and then applied the substance to a handwritten letter. The mail was intercepted, and detectives worked with jail staff to recover the tainted items. Suspect Panholzer was originally held without bond.

Detectives from the St. Mary’s County Sheriff’s Office Vice/Narcotics Division identified suspect Christina Ann Dickson (Age 25 of Lexington Park) as a distributor of “oxycodone.” She was indicted for both “Possession of Oxycodone” and “Distribution of Oxycodone”. She was originally held without bond.

William Harley Hephner (Age 33) is currently an inmate in the St. Mary’s County Detention Center. Suspect Hephner conspired with outside individual(s) to facilitate the sale of “oxycodone” during his incarceration. Suspect Hephner was indicted for “Conspiracy to Distribute Oxycodone”. Suspect Hephner is currently incarcerated for charges in St. Mary’s County and several other jurisdictions.

8-16-2016 – Assault – Deputy J. Davis responded to the 13000 block of Evergreen Estates Lane in Ridge for the report of a theft and assault. The victim alleged the suspect, Joanna Marie Oneil, age 32, of Ridge, stole cash from the victim’s purse. While investigating the case, the victim also alleged Oneil punched the victim in the face during an argument the day before. The victim displayed signs of injury consistent with the allegations. Oneil was transported to the St. Mary’s County Detention Center and charged with Second Degree Assault and Theft Under $100. CASE#42194-16
