Motor Vehicle Collision in Leonardtown Under Investigation

On May 25, 2020, at approximately 3:15 p.m. deputies from the St. Mary’s County Sheriff’s Office responded to the 22000 block of Newtowne Neck Road in Leonardtown, for the reported motor vehicle collision. Deputies arrived on scene and located two vehicles involved in the collision. The St. Mary’s County Sheriff’s Office Collision Reconstruction Unit responded to the scene and continued the investigation.


Preliminary investigation determined a 2015 Mazda 3 operated by Corey Michael Brooks, age 32 of Clements, was traveling south on Newtowne Neck Road in the area of Rosebank Court, when for unknown reasons the vehicle crossed the centerline into the opposite travel lane. The Mazda 3 collided with a 2014 Ford Focus operated by Jonathan Eric Payer, age 51 of Leonardtown. Brooks was transported to an area trauma center via helicopter with incapacitating injuries. Payer was assessed on scene by emergency medical personnel and not transported for treatment.

At this time, the circumstances surrounding the collision remain under investigation. Motor Vehicle Collision in Mechanicsville Under Investigation

On May 25, 2020, at 1:30 p.m. deputies from the St. Mary’s County Sheriff’s Office responded to the 27400 block of North Sandgates Road in Mechanicsville, for the reported motor vehicle collision. Deputies arrived on scene and located a vehicle and motorcycle involved in the collision. The St. Mary’s County Sheriff’s Office Collision Reconstruction Unit responded to the scene and continued the investigation.

Preliminary investigation determined a 2017 Ford Explorer operated by Thomas Van Oudenaren, age 55 of Great Mills, was traveling north on North Sandgates Road and attempted to make a left turn into a private driveway. Van Oudenaren failed to yield the right of way to a 2008 Harley Davidson Motorcycle operated by a 75-year-old male from Waldorf. The operator of the motorcycle and a 59-year-old female passenger from Waldorf, were both ejected from the motorcycle. Both the operator and passenger of the motorcycle were transported via helicopter to area trauma centers.

Van Oudenaren was assessed on the scene by emergency medical personnel and not transported for treatment. Deputies on scene determined that Van Oudenaren had been operating his vehicle while impaired by alcohol at the time of the collision.  Van Oudenaren was arrested and charged with Driving Vehicle While Impaired by Alcohol.

Vehicle Gathering in Mechanicsville Dispersed

May 26, 2020:

On Saturday, May 23, 2020 at approximately 10:10 p.m., deputies from the St. Mary’s County Sheriff’s Office responded to the 37700 block of Golden Beach Road (Charlotte Hall Park and Ride) in Mechanicsville, for the reported traffic complaint called in by the Charles County Sheriff’s Office. Charles County Sheriff’s Office advised approximately 400 vehicles left their jurisdiction and were heading into St. Mary’s County.

Deputies arrived on scene and observed numerous vehicles along Golden Beach Road and in both the Park and Ride lot as well as the Social Security Administration parking lot. As officers arrived, numerous people dispersed the area on foot and in vehicles. Several traffic stops were conducted for violations and 13 citations were issued. One vehicle was towed from the scene as a result. It took approximately 30-45 minutes for deputies to disperse the vehicles from the area.

The St. Mary’s County Sheriff’s Office remains diligent during this time in enforcing social distancing guidelines decreed by Maryland Gov. Larry Hogan. Deputies are currently reviewing film and video evidence obtained from this incident to identify operators and owners of vehicles for possible additional traffic/criminal charges.

Identity Needed for Theft and Fraud Suspect

The St. Mary’s County Sheriff’s Office is seeking the identity of the person pictured in a theft and fraud investigation. On Friday, May 15, 2020 at 9:04 am, the suspect used the victim’s credit cards to make fraudulent purchases at the California Walmart store. The victim’s wallet was stolen from a parked car at the 45400 block of Buttercup Lane in Great Mills the night before.

Disorderly Conduct/Intoxicated Disturbance- On May 16, 2020, Dep. Luffey responded to the 46000 block of Rogers Drive in Lexington Park, for the reported disturbance. Contact was made with Steven James Mitchiner, age 33 of Lexington Park. Mitchiner was yelling and being belligerent on scene. Mitchiner was directed to cease his actions, however he refused, and numerous citizens began gathering at the scene. Mitchiner assumed a fighting position with his fists raised to deputies on scene. Mitchiner was then arrested and charged with Disorderly Conduct, Intoxicated Public Disturbance, and Fail to Obey a Reasonable/Lawful Order. CASE# 30503-20

Obstructing and Hindering/Resist Arrest- On May 18, 2020, Cpl. Tirpak responded to the 22600 block of Chancellors Run Road in California, for the reported motor vehicle accident. Contact was made with Diontae Jai Shorter, age 23 of Lexington Park. Shorter was the operator of the vehicle involved in the accident, and during the investigation he became belligerent and entered the roadway creating a disturbance. Shorter's actions caused many citizens driving by to stop and observe what was taking place. Shorter was ordered to cease his actions, however he continued creating a disturbance. Shorter was advised he was under arrest, at which time he began walking away from officers on scene and and he actively resisted being placed in handcuffs. Shorter was taken into custody and charged with Obstructing and Hindering, Disorderly Conduct, Fail to Obey a Reasonable/Lawful Order, and Resist/Interfere with Arrest. CASE# 30956-20

Burglary- On May 18, 2020, Dep. Fenwick responded to the 22600 block of Cedar Lane Court in Leonardtown, for the reported burglary. Violate Protective Order- On May 19, 2020, Dep. Westphal responded to the 27300 block of Birch Manor Circle in Mechanicsville, for the reported protective order violation. Located in the residence was Mindy Jo Blado, age 40 of Charlotte Hall. Blado is prohibited from being at the victim's residence per the court order. Possession of Contraband- On May 20, 2020, Dep. Chase responded to the St. Mary's County Detention and Rehabilitation Center in Leonardtown, for the reported found contraband. Investigation determined Francis Xavier Hill Jr., age 24 of Lexington Park, was returned to the facility for violating his probation, at which time suspected tobacco was located in a paper towel inside Hill's shoe. Assault- On May 23, 2020, Cpl. Beishline responded to the 46800 block of S. Shangri La Drive in Lexington Park, for the reported assault. Investigation determined James Ronald Tyrrell, age 38 of Lexington Park, assaulted the victim during an argument by grabbing the victim by the arms, causing visible injury to the victim. A second victim attempted to intervene and stop the assault at which time Tyrrell caused bruising and scratches to the victim's leg. Assault- On May 24, 2020, Dep. Salas responded to the 46100 block of Ellenbee Court in Lexington Park, for the reported assault. While on scene conducting the investigation Sulma Yamileth Lopez-Saravia, age 37 of Lexington Park, assaulted the victim by striking the victim in the shoulder, in presence of deputies. Lexington Park Man Charged with Intent to Distribute, Possession

On Friday, May 29 2020, the St. Mary’s County Sheriff’s Office Vice Narcotics Division executed search and seizure warrants at the home of Charlie Earl Horn Jr., 44 of Lexington Park.

During the search, Narcotics detectives located and seized a large quantity of US currency, various Controlled Dangerous Substances including suspected Oxycodone, Adderall, Xanax and MDMA, also known as Molly. Horn was arrested, transported to the St. Mary’s County Detention and Rehabilitation Center in Leonardtown and charged with two counts of CDS Possession with Intent to Distribute and three counts of CDS Possession – Not Marijuana.

The warrants were executed with assistance from the St. Mary’s County Emergency Services Team, K-9 Unit and members of the Vice Narcotics Division Support Team.

On Dec. 20, 2019, the Vice Narcotics Division executed a search warrant at the 46000 block of Columbus Drive in Lexington Park where Horn was charged with Possession with Intent to Distribute and CDS Possession – Not Marijuana.

Within days of that arrest in December, the Vice Narcotics Division received additional complaints from multiple citizens advising that Horn had resumed selling CDS from his residence which led to the most recent search warrants.

Great Mills Woman Arrested for Multiple Burglary to Motor Vehicles

On May 28, 2020 at approximately 2:30 a.m., Deputy First Class Lawrence responded to the 22080 block of St. Clements Circle in Great Mills for the reported suspicious incident. The witness reported receiving a security alert notification of an individual on her property as well as hearing a car alarm activation in the area. DFC Lawrence checked the surrounding area on foot and observed an individual in the area utilizing a flashlight. DFC Lawrence observed the individual, later identified as Angela Lynne Deaton, age 38 of Great Mills, enter a vehicle. As DFC Lawrence approached the vehicle, he observed Deaton exit the vehicle carrying a backpack and shopping bag. DFC Lawrence contacted Deaton, who proceeded to discard the shopping bag and attempted to flee on foot. Deaton was quickly apprehended and property belonging to multiple residents in the area was located in the discarded bag.

Deaton was arrested and charged with five counts of Rogue and Vagabond and three counts of Theft. Deaton was developed as a suspect in a separate burglary to motor vehicle reported on May 15, 2020 in the 45400 block of Buttercup Lane in Great Mills. On May 28, 2020, Deputy Westphal responded to the St. Mary’s County Detention and Rehabilitation Center in Leonardtown and charged Deaton for the additional burglary to motor vehicle. Deaton was charged with the following:

Theft Scheme
Credit Card: Steal Another’s

Deaton is currently incarcerated at the St. Mary’s County Detention and Rehabilitation Center on a no-bond status. Identity Needed for Theft and Fraud Suspect

The St. Mary’s County Sheriff’s Office is seeking the identity of the person pictured in a theft and fraud investigation. On Thursday, May 21, 2020 at 5:56 am, the suspect attempted several times to use the victim’s bank card to purchase a carton of menthol cigarettes at the Quik Shop in Lexington Park. The suspect appears to be a white female wearing dark-colored pants and a blue hoodie. The bank card had been in the victim’s wallet which the victim lost the day before this incident.

On Wednesday, June 3, 2020 at 6 pm, a peaceful demonstration is planned at the St. Mary’s County Governmental Center Campus in Leonardtown. Sheriff Tim Cameron and other elected officials are expected to make remarks to the group in front of the Potomac Building before participants march around sections of the governmental center campus.

The public should be aware of foot traffic in the area.

“The St. Mary’s County Sheriff’s Office is working with the event’s organizers to ensure a peaceful and safe march and demonstration,” Sheriff Tim Cameron said.

The St. Mary’s County Sheriff’s Office continues to support the right of the community and citizens to conduct peaceful assembly and stands with those in the face of injustice.

A separate peaceful demonstration is also planned at the St. Mary’s County Governmental Center on Friday, June 5, 2020, starting at 7 pm. Motorists should expect to see increased foot traffic in the area that evening.

Following the successful peaceful demonstration held Wednesday night in Leonardtown, a second march is planned on Friday, June 5, 2020 at 7 p.m., at the St. Mary’s County Governmental Center in Leonardtown. The event is slated to begin with a brief remark from “Emmanuel,” one of the young-adult originators of the event, followed by a peaceful march in the area.

The St. Mary’s County Sheriff’s Office continues to support the right of the community and citizens to conduct peaceful assembly and stands with those in the face of social injustice. The St. Mary’s County Sheriff’s Office again intends to facilitate this peaceful demonstration and ensure safety to its participants and observers.

Branson, 34 of Lexington Park, is wanted on a warrant for failing to register as required by the sex offender registry and additional unrelated warrants. Branson is a black male with brown eyes and black hair, standing 5’11,” weighing 230 lbs.

The St. Mary’s County Sheriff’s Office is seeking the identities of those involved in a theft investigation. On Tuesday, June 2, 2020 at 10:11 am, the suspects arrived at the 23000 block of Three Notch Road in California in a gray 2012-2016 Ford F150 truck driven by a white male wearing sunglasses. The passenger, wearing a Washington Redskins hoodie, grabbed the victim’s Stihl model 430 gas-powered leaf blower from the back of the victim’s truck, placed it in the suspect’s truck and the two fled southbound on Route 235.

Expect Police Activity, Foot Traffic in Leonardtown on Friday Evening

Motorists and residents should expect increased police activity and increased foot traffic in the Leonardtown area on Friday evening.

A Black Lives Matters march, described as a peaceful demonstration, is scheduled to start promptly at 7 pm on Friday, June 5, 2020 at the St. Mary’s County Governmental Center Campus. The gathering is planned to start in front of the Potomac Building, and participants are to march along Hollywood Road to Route 5 and a short distance northbound on Route 5.

Motorists should anticipate lane closures on Route 5 and on Hollywood Road. Vehicular access will remain open to MedStar St. Mary’s Hospital.

Participants in the peaceful demonstration are asked to arrive at the St. Mary’s County Governmental Center Campus using Hollywood Road (Route 245) from Three Notch Road (Route 235). Parking is limited at the governmental center campus so please arrive early and participants should expect the possibility of thunderstorms this evening.

The St. Mary’s County Health Department also reminds the march participants to maintain social distancing as much as possible and to wear cloth face coverings. “Bodies apart, hearts together,” Dr. Meena Brewster said.

On Wednesday, May 13, 2020 at 5:45 pm, the suspect forced entry into the victim’s shed and removed lawn maintenance equipment at the rear of a business at the 21800 block of Three Notch Road in Lexington Park.

Child Abuse: On June 9, 2020, Deputy Richard Wilhelmi responded to the 46500 block of Valley Court in Lexington Park for the report of a disturbance. The victim advised that Daeshaun Dwayne Nelson, 20 of Lusby, struck the victim in the mouth and head while holding a child. The child was also struck in the head. Deputy Wilhelmi observed blood on the victim. Nelson was later located, arrested, transported to the St. Mary's County Detention and Rehabilitation Center in Leonardtown and charged with Second-Degree Child Abuse: Parent, Second-Degree Assault and Violation of Protective Order. Deputy Haas was advised that Quinton Marquis Remied, 23 of Lexington Park, struck the victim with a closed fist in the face. The victim was knocked unconscious, struck the victim's head on the floor and began to bleed. Remied said the victim was an annoyance to him. Remied was charged with Second-Degree Assault. The store's loss prevention manager advised that Lisa Marie Largen, 34 of Lexington Park, intentionally scanned some items at the self-checkout register, but not others. Unlawful Taking/CDS: On June 4, 2020, Deputy Nicholas Hill responded to Nissan of Lexington Park for the report of a theft. Aaron Jacob Windsor, 24 of no fixed address, used a Ford F150 and did not bring it back as agreed. Later located on Great Mills Road and stopped by Deputy Michael Graves, a search of the vehicle located two glass smoking devices with suspected crack cocaine residue and one hypodermic needle with suspected heroin residue. Once Windsor was in custody, he began yelling and screaming obscenities. Windsor was transported to the SMC Detention and Rehabilitation Center and charged with Unlawful Taking of Motor Vehicle, CDS: Possession of Paraphernalia, CDS Possession: Heroin, CDS Possession: Cocaine and Disorderly Conduct. Theft: On May 30, 2020, DFC Tyler Payne responded to the Harris Teeter grocery store in California for the report of a theft. DFC Payne reviewed the video tape of the theft at the checkout register. CDS: On June 4, 2020, Deputy Benjamin Luffey and several other units responded to the 45800 block of Chancellor's Run Court for the report of a disturbance. Tykane Shiheim Briscoe, 24 of Lexington Park, was observed stumbling around the parking lot, banging on doors and destroying flower beds. Briscoe was determined to be intoxicated and refused orders to return to an apartment. As Briscoe was placed under arrest, a search of his person located two baggies of Controlled Dangerous Substance. Mechanicsville Man Arrested for Handgun in a Vehicle

On June 6, 2020, Deputy Raley responded to the 43700 block of Wildewood Parkway in California, for the reported weapons violation. The witness advised he was forced out of a vehicle and the vehicle operator then discharged a firearm in the area. A short time later Deputy Budd located a vehicle traveling north bound on Route 235, being operated by a male with facial hair, matching the description of the vehicle and suspect provided by the witness. Dep. Budd conducted a vehicle stop and identified the operator to be Chad William Bowen, age 26 of Mechanicsville. Located on the vehicle’s floorboard was a loaded firearm. Bowen is prohibited from possessing a firearm and ammunition due to a previous conviction.

Bowen was arrested and charged with the following:

Drug Arrest- On May 13, 2020, Dep. Wynnyk responded to the 41500 block of First Colony Way in California, for the reported theft. Investigation determined James Craig Proctor, age 32 of Great Mills, had concealed items belonging to the business on his person, and left the store. Proctor also had an outstanding warrant for his arrest. Proctor was arrested and located in his jacket was a plastic baggie containing a white powdery substance (suspected cocaine), and a plastic straw. Also located in Proctor's pants pocket were two white prescription pills (suspected Gabapentin). Proctor was charged with two counts of CDS: Possession- Not Marijuana and Theft. CASE# 29789-20

Child Abuse- On May 20, 2020, Dep. Luffey responded to the 21700 block of North Essex Drive in Lexington Park, for the reported child abuse. Investigation determined one victim had been injured from a dog bite and no medical treatment was sought for the victim.  Another victim had a visible bruises to the face and other areas on the victim's body, which the victim reported was from being kicked by Angela Renee Fowler, age 29 of Lexington Park. Another victim was discovered to have bruising on the face as well. Angela Fowler was arrested and charged with three counts of Child Abuse 2nd Degree and three counts of Neglect of Minor. Assault- On May 25, 2020, Dep. Snyder was in the 21700 block of St. Lo Place in Lexington Park, when he observed a disturbance. Dep. Snyder made contact with the parties involved at which time Darlene Marie Buckler, age 21 of Lexington Park, began interjecting in the investigation and hindered Dep. Snyder's ability to speak with an individual involved. Buckler was advised to cease her actions, however she continued to yell and hinder the investigation causing bystanders to gather and  watch the incident. Drug/Gun Arrest- On May 27, 2020, Dep. Forinash responded to the 21800 block of Three Notch Road in Lexington Park, for the reported suspicious vehicle. Contact was made with Timothy Wayne Brooks, age 49 of Great Mills, who was an occupant in the vehicle. CDS paraphernalia was observed in the vehicle, and a vehicle search yielded a digital scale with a white powdery substance on it, (suspected cocaine). A rifle was located in the trunk of the vehicle, and Brooks is prohibited from possessing a firearm due to previous convictions. Violate Protective Order- On May 29, 2020, Dep. Snyder responded to the 26700 block of Yowaski Mill Road in Mechanicsville, for the reported disturbance. Dep. Fox was wanted on outstanding warrants, and there was a valid court order prohibiting Fox from contacting the victim and being at the victim's residence. Information Sought in Lexington Park Shooting

On June 14, 2020 at 10:20 a.m., deputies from the St. Mary’s County Sheriff’s Office responded to the Xtreme Kleen Car Wash, located at 21609 Great Mills Road in Lexington Park, for the reported shooting. Investigation determined that two male victims, ages 21 and 31 years old, had been shot while at the car wash. Both victims were transported via helicopter to area trauma centers for treatment. One victim was treated and released and the remaining victim remains hospitalized.
